Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: Marine Fuel Tax Grant Agreement for Riverfront Boat Pier at the Port of of Dubuque This memo transmits a Marine Fuel Tax grant application for construction of the riverfront boat pier at the Port of Dubuque. The Iowa Department of Natural Resources provides these grants to cities through the Water Recreation Access Cost-Share Program. The City already has received two grants from the program for reconstruction of our two boat ramps. This application would help fund construction of the 6-foot wide, 300-foot long boat pier to be built as part of the Mississippi Riverwalk project later this year. The boat pier must be open to boaters free of charge to be eligible for the grant funds. The total estimated cost of the project is $580,490 with dredging and a connecting stairway to the Riverwalk. The grant request is for $200,000. Administrative Services Manager Pauline Joyce has indicated that the project cost is budgeted in the America's River project, and that fees for boat tie-ups will not be charged for the boat pier. This is a highly competitive program with limited funds and a quick turn-around on grant awards. In the past, we have had signed grant contracts with the IDNR by the first week in May. I believe this will be compatible with the construction schedule for the Riverwalk project. If it is not, the IDNR has given waivers of retroactivity for projects that have timing issues. This grant application had to be submitted on January 30, 2002, to meet the IDNR's submittal deadline. If the City Council does not want to submit the application, then I will withdraw the request. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Planning Services Manager is hereby authorized to submit an application for Marine Fuel Tax funds to the IDNR for the construction of a riverfront boat pier for the America's River project at the Port of Dubuque. Despite its location on the Mississippi River, Dubuque's market area lacks transient boating facilities. The Iowa Welcome Center, located near the Port of Dubuque, receives between 20 and 30 requests each month in the summer for transient boat docks. All the area marinas fill up quickly in the summertime, leaving visiting boaters with few, if any options. The America's RJver project will only serve ~ increase the current demand, pu~ng additional pressure on the existing marinas. The $188 million, American River project, which includes Vision Iowa funding, has the following components: Mississippi River Discovery Center and Aquarium, Outdoor Discovery Wetlands, Riverfront Hotel and Indoor Water Park, Mississippi River National Education and Conference Center, Harborwalk and transient boat docks in the Ice Harbor, and Mississippi RivenNafk. Amenities related to the Riverwalk are,the newly constructed River's Edge Plaza, and the planned transient boat pier along the Mississippi River and Star Brewery Amphitheater. Co_ ~_~_~*_~_n Pm,~.:~ The work planned is construction of a 395 foot long boat pier. The pier will be a 6 foot wide concrete cap on top of a sheet pile wall. It will be located along the Mississippi River running north from the existing River's Edge Plaza outside the entrance to the Ice Harbor at the Port of Dubuque. Of the 395 foot length, approximately 300 feet will be available for boat fie-ups. The : ' other 95 feet includes an access ramp to the River's Edge Pla~a on the south end of the boat pier. Visiting boaters who fie-up at this dverfront boat p~er will access the attractions of the America's River project via a set of steps at the north end of the boat pier, and via the ramp of the River's E. dge Plaza at the south end. Existing facilities desired by transient boaters that currently exist at the Port of Dubuque include: restaurants, rest rooms, pay telephones, and public spaces.
