Dear Mayor Duggan:
The Congress has directed our Department to provide funding from the Economic
Development Initiative (EDI) account for certain special projects, pursuant to the VA-HUD-
Independent Agencies Appropriations Act 0fFY 2002 (PL 107-73). These projects are specified
in the Conference Report (HR 107-272), which accompanies the FY 2002 Appropriations Act.
The Conference Report specifies the following special project for your jurisdiction:
$1,000,000 for Dubuque, Iowa, for development of an American River Museum.
Enclosed are all the materials necessary to apply for the project listed above, to be
completed and returned to the Department, as explained in the instructions. As soon as we
receive your completed application, we will review it promptly for consistency with the intent of
Congress and applicable requirements and will notify you directly regarding approval of funding
for the project, which will be numbered B-02-SP-IA-0178.
Senator Tom Harkin's staffnoted that Mr. Jerry Er~zler, Executive Director for America's
River, at 515 242-4809, is also engaged in this project. In the event that the City and the
America's River organization wish to collaborate, the following options are all acceptable to us:
(1) HUD awards the grant to the city, which manages everything; (2) HUD awards the grant to
the City, which opts to sub-grant all or a portion of the grant to America's River; or (3) the City
writes HUD declining the grant and requesting us to award it directly to the America's River
organization.
