On November 1 the library will be short 109 hours a week, all of which are 100 percent public hours. We have received approval to hire for 20 of these hours. The City Manager will be reviewing the hiring freeze in general around mid-November. We will revisit the issue at that time. Public service is maintained by on-call staff and the Director working public service desks, both of which are difficult to maintain for much longer. • The Board reviewed the summary from their strategic planning meeting on September 27. The summary covered four areas: expansion of services to the west side of Dubuque, strengthening the library's financial base, strengthening current partnerships and identifying new partnerships, and strengthening the library's marketing efforts. The Planning Committee will meet to begin a draft of the strategic plan.
