Water Department Manager Bob Green is recommending the bid award for the Eagle
Point Water Plant Clear Well Reservoir Rehabilitation Project to the low bidder, Tricon
Construction Group, in the amount of $751,180, contingent upon Iowa Department of
Natural Resources review and approval of funds from the Iowa Finance Authority State
Revolving Loan Fund.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Resources Review and the Iowa Finance Authority Approval
INTRODUCTION
The attached Resolution authorizes the award of the construction contract for the Eagle
Point Water Plant Clear Well Reservoir Rehabilitation Project.
BACKGROUND
The Eagle Point Water Plant provides the City with its potable water. After the water is
treated and filtered it is stored in two clear wells located at the Water Plant before being
pumped into the Water Distribution System.
The west clear well was constructed in 1880 and has a storage capacity of 650,000
gallons. This clear well was built using large lime stone blocks for the floor and walls.
A concrete roof was added several years later. Since its construction, the interior has
received gunite treatment and several leak repairs.
The east clear well was built in 1939 and has a capacity of 1,100,000 gallons. This
clear well was constructed with a poured concrete floor, walls and exterior interface
sidewall.
DISCUSSION
The scope of this project consists of many repairs to the east and west clear wells.
They are as follows:
East clear well: Epoxy injected to walls and roof cracks; repair partial depth spalls
in roof; full depth repair of roof expansion joints; clean and paint roof openings.
West clear well: New EPDM roof membrane; roof beam and stub wall removal;
repair gunite lining and columns; new concrete stub wall, new double tee roof
and concrete topping; new roof openings; epoxy coating sealant to the inner
walls of west clear well.
Clean and disinfect both clear welt reservoirs for service.
The interior coating to the west tank will take place under a separate contract
immediately following the completion of the construction work to the tank.
BID RESULTS
Two valid bid(s) proposal(s) were received on August 22, 2007, which was submitted
by:

Klauer Construction Co. of Dubuque, IA $1,225,591.00
The low bidder, Tricon General Construction of Dubuque, Iowa in the amount of
$751,180 is 5.5% below the Engineer's estimate of probable cost.
The Water Department's Project Engineer, Veenstra & Kimm, Inc. has reviewed the bid
proposals for accuracy and has conducted reference checks on these contractors. It is
their position that Tricon's bid is fair and reasonable and responsive to the bidding
documents. Therefore, they are recommending that this project be awarded to the
lowest bidder, Tricon General Construction of Dubuque, Iowa.
RECOMMENDATION
Staff and 1 are recommending that the Eagle Point Water Plant Clear Well Reservoir
Rehabilitation Project be awarded to Tricon General Construction of Dubuque, Iowa in
the amount of $751,180.00. This award shat{ be contingent upon Iowa Department of
Natural Resources (IDNR) review and approval of funds from the Iowa Finance
Authority State Revolving Loan Fund.
BUDGET IMPACT
The estimate of probable cost for the Clear Well Rehabilitation Project is as follows:
Construction Contract $ 794,050
Contingency 171,100
Construction Engineering & Inspection 62,000
1 % Origination Fee (.01 x SRF Amount) 10,271
Total Estimated Project Cost $1,037,421
The project will be funded through the Iowa Finance Authority State Revolving Loan
Fund (City Water Department CIP Fund Code 740 1828).
ACTION TO BE TAKEN
Staff and I are recommending that the City Council adopt the attached Resolution
awarding the Eagle Point Water Plant Clear Well Reservoir Rehabilitation Project to
Tricon General Construction of Dubuque, Iowa in the amount of $751,180.00.
Contingent upon review by the Iowa Department of Natural Resources (IDNR) and
approval of funds from the Iowa Finance Authority State Revolving Loan Funds.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE EAGLE
POINT WATER PLANT CLEAR WELL RESERVOIR REHABILITATION
PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Eagle Point Water Plant Clear Well Reservoir Rehabilitation Project pursuant to
Resolution No. 392-07 and Notice to Bidders published in a newspaper in the
City of Dubuque, Iowa on the 20th day of July, 2007.
Whereas, said sealed proposals were opened and read on the 22"d day of
August, 2007 and it has been determined that Tricon General Construction of
Dubuque, Iowa with a bid in the amount of $751,180.00 is the lowest responsive,
responsible bidder for the Project.
Whereas, said project be awarded to Tricon General Construction of
Dubuque, Iowa contingent upon review and approval from the Iowa Department
of Natural Resources and the Iowa Finance Authority.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded,
contingent upon review and approval from the Iowa Department of Natural
Resources and the Iowa Finance Au#hority, to Tricon General Construction of
Dubuque, Iowa and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project which
Contract shall include a provision that the Contractor acknowledges and agrees
that the Contract is contingent upon review and approval from the Iowa
Department of Natural Resources and the Iowa Finance Authority and that in the
event that such approval is not received by November 1, 2007, then the Contract
shall be null and void.
