Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer _ ~` SUBJECT: University of Dubuque Request for Parking Changes INTRODUCTION The attached letter from David Olivares, Safety and Security Director for the University of Dubuque (UD), proposes and requests changes to parking on city streets in and around the UD campus. BACKGROUND In 1985 the City Council passed the ordinance allowing residents to petition for designation of a Residential Parking Permit District (RPPD). Streets around the UD campus, including Grace Street, McCormick Street, Algona Street, and Bennett Street, were the first designated as such. DISCUSSION Changes have occurred in some of these areas due to residences being moved, residences being replaced, and additional buildings and parking lots being built. For instance, there are no houses remaining on the north side of Bennett between Algona and McCormick nor on the east side of McCormick between Grace and Bennett. Mr. Olivares has obtained the signatures of citizens that occupy the residences on the south side of Bennett and the west side of McCormick that would have also been included in the existing RPPD. All have agreed to the changes proposed by the UD. The UD proposed to designate these portions of streets removed from the RPPD as either "No Student Parking" or "No University of Dubuque Parking" depending on the location and how each type of parking allowed would affect the residents. The proposed parking restrictions would be enforced only by the UD security staff, not the City of Dubuque's Police Department. The attached letter explains the locations, the proposed changes, and reasons for those changes in each area. The City Engineering and Police Departments have met with Mr. Olivares and agree with the proposed changes. RECOMMENDATION I recommend that the City Council set a public hearing to amend Residential Parking Permit District A by excluding the areas of McCormick Street, from Grace Street to Bennett Street and Bennett Street, from McCormick Street to Algona. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution setting a public hearing on September 17, 2007 for the proposed amendment of Residential Parking Permit District A. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council finds and determines that the request from the University of Dubuque is valid for the exclusion of McCormick Street, from Grace Street to Bennett Street, and Bennett Street, from McCormick Street to Algona Street from Residential Parking Permit District A. Section 2. That the City Clerk be authorized and directed to publish a notice of public hearing on amending Residential Parking Permit District A, to be held on September 17, 2007. This would free up parking spaces for faculty, staff, and visitors of residents to 877 through 881 McCormick Street. • Remove the "Residential Parking" designation on Bennett Street from Algona Street to McCormick Street. • Allow UD to alter the parking designation on Bennett Street from Algona Street to the West property line of 2184 Bennett Street (ROTC House) with "No University of Dubuque Parking" signs. This would allow the remaining residents of Bennett Street access to parking in front of their residences, while at the same time, restrict University students, faculty, and staff from parking there. • Allow UD to alter the parking designation on the remainder of Bennett Street to McCormick Street with "No Student Parking" signs to free up valuable parking spaces. The University is proposing to remove McCormick Street's residential parking status from this area to free up valuable parking spaces, to allow residences in that area to park without having to purchase parking/visitor stickers to park in front of their residences. The proposal for the changes to the McCormick Street District "A" is as follows: Remove the "Residential Parking" designation on McCormick Street from Bennett Street to Grace Street. The University would then request that the city would allow us to alter the parking designation on McCormick Street, between Bennett Street and Grace Street, to read "No Student Parking." Since you reside at this property location, you would no longer be required to purchase either the parking permit or the visitor parking permit that you currently are required to purchase. This change would allow you and your visitors to park without having to purchase city parking permits. The area from your residence to Bennett Street would have signs prohibiting students from parking in this area. You and anyone visiting your residence would be able to park in this area 24 hours a day without having to worry about being ticketed. If students park in this area after the proposed changes, they would be issued a $40.00 University of Dubuque parking citation, rather than a $15.00 city residential parking violation citation. This obviously would be a much greater deterrent than is currently in place. The "No Student Parking" signs would be enforced by the University Security Department.
