RE: Vacate City Property
Dear Mayor and Council Members:
This letter is written to express our formal desire to purchase the part of Cox located
between Loras Boulevard and 17th Street as shown on the attached Street Vacation
Exhibit. It would be Loras College's intention, upon acquiring this property, to create
both a pedestrian and limited use vehicular (emergency/service) traffic area. The area
would be refurbished to provide an aesthetically pleasing gateway to the new Athletic
Wellness Facility, as well as create a connection between upper and lower campus.
These enhancements would be at the College's expense, thus saving the City significant
dollars from its street repair budget. While access to the area would be restricted by the
College, Loras representatives have met with Fire Department officials and their specific
request would be incorporated into the design.
With the help of City staff, a list of potentially affected neighbors has been generated and
property owners have been contacted via U.S. Mail and invited to attend two
informational sessions sponsored by Loras College during the week of August 12th
The City Engineering Department has been contacted and they have indicated a favorable
condition for the vacating, but may need easements reserved for utilities. IIW has
prepared the plat with appropriate easements and delivered it to City staff on August 8,
2007. Loras College understands a fee will be paid for the parcel, along with publication
and filing fees. Please contact Physical Plant Director, John McDermott at 588-7011 if
you have any questions.

Dear Mr. Turner:
As follow-up to our request to purchase Cox Street, from Loras Blvd. to 17~' Street, from the
City of Dubuque, staff of the College invited 212 neighbors to two information meetings. The
list of names of invitees was developed in concert with staff in the office of Ms. Jerilyn
O'Connor of the City.
Meetings were held at Loras College on August 15 and 16. A total of 26 neighbors attended the
meetings. At each of these gatherings, I welcomed the group and provided an overview of our
request to the City and the Cox Street proposed project. Vice President Steve Schmall further
outlined details of the project, entertained a discussion, took questions from the attendees, and
received feedback.
Loras College would like to proceed with the request presented to City Council for the purchase
of Cox Street.
