PURPOSE
The purpose of the Skills Ready Gap Analysis is to provide economic developers, workforce developers,
and educators with information on projected workforce shortages (gaps) and to identify potential strate-
gies to mitigate these shortages.
Dubuque Region
The Dubuque Region consists of seven counties:
• Clayton County, IA
• Delaware County, IA
• Dubuque, lA
• Jackson County, lA
• Jones County, IA
• Jo Davies County, IL
• Grant County, WI
DATA
• The data used in this report are from the 2014 3nd quarter data release from Economic Modeling
Specialists Intl. (EMSI), a leading provider of historical databases of economic, industry, occupation,
demographic, and education completion data. EMSI's primary data sources for this skills gap analy-
sis are the Bureau of Labor and the National Center for Education Statistics' Integrated Postsecond-
ary Education Data System (IPEDS).
• The data in this report includes:
2014 Jobs - The number of jobs for both employees and the self-employed
Earnings per Worker-Wages, salaries, overtime, and bonuses
Job Growth - The change in the number of jobs from 2014 to 2024
Replacements - The number of jobs where a worker left the occupation to retire, change oc-
cupations, relocate outside the labor market, or other reasons
Openings - The number of workers needed for Job Growth and Replacements
Completions - The number of students that completed degree, certificate, and diploma pro-
grams at postsecondary institutions in the labor marker
Skill Gaps - The number of Completions minus the number of Openings
• IPEDS is the source of the Completion data shown in this report. Since IPEDS reports the comple-
tions for all of the Northeast Iowa Community College (NICC) campuses as NICC- Calmar, the
IPEDS data does not show NICC's completions in Peosta, Dubuque, and other locations in the
Dubuque Region. Therefore, NICC has provided the completion date for their Dubuque Region loca-
tions for inclusion in this report.

• Employment in the seven-county Dubuque Region is projected by EMSI to grow by 11.3% over the next
ten years, which is at a rate somewhat below the projected growth for the State of Iowa and the Nation
• The Region's Working Age Population (ages 20 to 69) is projected to decline by nearly-4% over the next
ten years while Iowa is projected to decline at a lower rate and the U.S. is projected to have modest
growth
• The Unemployment Rate in the Region's seven counties are well below the U.S. rate
• The median Earnings per Worker in the Dubuque Region is 10.5% below the Earnings for Iowa and
24.9% below the U.S. Earnings
• The projected increase in Employment and the decrease in Working Age Population will yield increasing
workforce shortages in the Region over the next 10 years
• Finding jobs for the Region's unemployed will not greatly reduce the upcoming job shortages
• Relatively low Earnings will make it challenging to retain some of the Region's workforce as well
as making it challenging to attract needed workers to the Region

What is an EQUITY PROFILE and why is HOUSING.

An equity profile is a process that discovers how diverse groups are EDUCATION
affected by various systems in our community.
Dubuque's equity profile will focus on seven areas: economic wellbeing, HEALTH F+--1
housing, safe neighborhoods, health, education, transportation and
arts/culture. It will also highlight demographic information about our
community. Inclusive Dubuque will collect data, ideas from community +
members, and perceptions from specialists in each focus area. NEIGHBORHOODS
The profile will identify areas of strength and opportunity, helping 000
our community to set priorities and take action. This will enable the
community to ensure that policies, institutional practices, programs,
planning and budgetary decisions promote inclusion and equity among
all groups.
