SUBJECT: Closure of Airport RISE Grant Project

The Airport was awarded a Revitalize Iowa's Sound Economy (RISE) Grant for
$287,891 on April 12, 2011. The RISE grant funded 50% of the costs of the left and
right turn lanes on U.S. 61 and approximately 500 feet of new roadway to provide direct
access to the proposed entrance road to the New Terminal Facility.
Airport Manager Bob Grierson recommends City Council acceptance of the construction
contract for the Airport U.S. 61 and New Terminal Entrance Road Intersection Project,
as completed by Flynn Company, in the final contract amount of$326,568.03, and RISE
grant closure for the amount of $191,056.07.

approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the completed Airport US61 and
New Terminal Entrance Road Intersection Project and RISE grant closure.
BACKGROUND
The Airport was awarded a Revitalize Iowa's Sound Economy (RISE) Grant for
$287,891 on April 12, 2011. The RISE grant funded 50% of the costs of the left and
right turn lanes on U.S. 61 and approximately 500 feet of new roadway to provide direct
access to the proposed entrance road to the New Terminal Facility.
DISCUSSION
Flynn Company, Inc. was awarded the contract for construction on May 2, 2012. The
project was described as: grading and PCC paving, new Airport entrance roadway and
right-hand and left-hand turn lanes, US Highway 61 and Merlin Lane intersection.
The US61 and New Terminal Entrance Road Intersection Project was completed by
Flynn Company and construction costs were approved by the Airport Commission on
August 27, 2012 in the amount of $326,568.03 with Resolution No. A600-5-2012.
City Council approved Resolution No. 259-14 Disposing of an Interest in Real Property
by Easement to Dubuque County for Merlin Lane on August 18, 2014. This survey plat
was recorded by Dubuque County on November 25, 2014.
RECOMMENDATION
I recommend that the City Council accept the US61 and New Terminal Entrance Road
Intersection Project and RISE grant closure.
BUDGETIMPACT
The project cost summary for the US61 and New Terminal Entrance Road Intersection
Project is as follows:
RISE Grant (50% of project) $191 ,056.07
CIP No. 3902316 $191 ,056.07
Total Project Costs $382,112.14
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the attached resolution to accept the
US61 and New Terminal Entrance Road Intersection Project and RISE grant closure.

PROJECT AND CLOSURE OF REVITALIZE IOWA'S SOUND ECONOMY (RISE)
GRANT
Whereas, the Public Improvement Contract for the US61 and New Terminal Entrance
Road Intersection Project has been completed and approved by the Airport
Commission; and
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the Airport Commission is approved and the
Project is hereby accepted and the RISE grant will be closed.
Passed, approved and adopted this 16th day of February, 15.
