Housing & Community Development Department Director Alvin Nash recommends the
City Council set a public hearing for March 2, 2015, for the purpose of disposing of City-
owned real estate at 1318 Jackson Street to Alison Levasseur and Shane Lenane for
the appraised value of$105,000.
As a requirement of the Neighborhood Stabilization Program, the purchase price can
only be the appraised value or actual rehab costs, whichever is the lesser of the two.
The buyers will receive an incentives package using Neighborhood Stabilization
Program funds to assist with downpayment, closing costs and other related costs in the
amount of $20,000 as a 10-year forgivable loan. Financing will be provided through a
first mortgage from Dupaco Community Credit Union.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request the City Council's approval of the
attached resolution, setting a Public Hearing for the purpose of disposing of City-owned
real property located at 1318 Jackson Street.
Background
As part of the Neighborhood Stabilization Program (NSP), the City is to acquire and
rehab vacant or abandoned properties. This is also part of continued efforts of the
Washington Neighborhood Strategic Plan to increase homeownership opportunities in
the Washington neighborhood. This will be the ninth (9) property purchased with NSP
funds and rehabilitated. The City was contacted by relatives of the property owner
inquiring about the City purchasing this property as the owner has been moved to an
assisted living establishment. While establishing if this property would be an eligible
NSP project, the property owner passed away. The City was contacted by the owner's
estate attorney to sell the property to the City. An agreed upon purchase price was
established by an as is appraisal for $30,000. Due to the extensive rehabilitation, the
property was not previously marketed.
The NSP (Neighborhood Stabilization Program) fund in the total amount of$114,128
was utilized to renovate the property and prepare it for re-sale.
Discussion
An offer has been made by Alison G. Levasseur and Shane P. Lenane, to purchase the
property at 1318 Jackson Street for $105,000, in accordance with the value established
by an independent appraiser. As a requirement of the NSP Program, the purchase
price can only be appraised value or actual rehab costs, whichever is lesser of the two.
The buyers will receive an incentives package using NSP funds to assist with
downpayment, closing costs and other related costs in the amount of $20,000 as a 10
year forgivable loan.
Financing to the Alison Levasseur and Shane Lenane will be provided through a first
mortgage from Dupaco Community Credit Union.
Action Step
The action requested of the City Council is to approve the attached resolution, declaring
the City's intent to dispose of the property and set the date for the public hearing to
receive comments on the proposed sale.

A RESOLUTION OF INTENTION TO DISPOSE OF CITY -OWNED PROPERTY,
SPECIFICALLY, NORTH HALF OF LOT 56 IN EAST DUBUQUE AN ADDITION TO THE
CITY OF DUBUQUE, IOWA, ACCORDING TO THE RECORDED PLAT THEREOF -
1318 JACKSON STREET
WHEREAS, the City of Dubuque has obtained certain real property in connection with
the Washington Neighborhood Revitalize Project; and for purpose of its acquisition,
rehabilitation and re -sale for owner -occupied housing; and
WHEREAS, the City received an offer to purchase this property from Alison G.
Levasseur and Shane P. Lenane;
WHEREAS, such purpose supports the Neighborhood Stabilization Program and
Washington Neighborhood Revitalization strategy as approved by the City Council; and
WHEREAS, by accepting the selected offer the City's objectives of providing
homeownership to an income qualified buyers and rehabilitation of a vacated home can be
realized;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City of Dubuque, Iowa, intends to dispose of its interest in the
following legally -described property:
North half of Lot 56 in East Dubuque an Addition to the City of Dubuque, Iowa,
according to the recorded plat thereof;
Section 2. That the City of Dubuque, Iowa, proposes to dispose of its interest in the
above described real estate to Alison G. Levasseur and Shane P. Lenane for the sum of
$105,000;
Section 3. That the City Clerk is hereby authorized and directed to cause this Resolution
and a notice to be published as prescribed by Iowa Code Section 364.7 of a public hearing
on the City's intent to dispose of the foregoing -described Property, to be held on the 2nd
day of March, 2015, at 6:30 o'clock p.m. at the Historic Federal Building, 350 West 6th
Street, Dubuque, Iowa.
