BACKGROUND Over the past few years, the surface ride on the section of Asbury Road between Matthew John to John F. Kennedy Road has degraded due to the recently developed faulting of the transverse pavement joints. The City consulted with the Iowa Concrete Paving Association and the Iowa State University Concrete Pavement Technology Center in evaluating repair alternatives for Asbury Road. As a proactive approach to prevent the pavement from further deterioration, the pavement rehabilitation method recommended is to perform full depth pavement patching where the joint separation is greater than 3/" while also performing dowel bar reinforcement repairs to all transverse joints. Once the pavement repairs are made, the concrete pavement will be resurfaced using a conventional diamond grinding method which will provide a more acceptable ride. DISCUSSION The 2015 Asbury Road Pavement Rehabilitation Project, from approximately 450' East of Mathew John Drive to J.F. Kennedy Road will provide for the following improvements: • The placement of dowel bars at the transverse joints for traffic load transfer, which will extend the life of the pavement. • Diamond grind the existing concrete pavement which will provide a smoother ride. • Concrete panel replacement where needed. • Re-sealing the transverse and longitudinal joints which will extend the life of the pavement. • Storm sewer intake top reconstruction. PROJECT SCHEDULE The updated schedule for the project is as follows: Initiate Public Bidding Process February 2, 2015 Publish Public Hearing Notice on Plans &Specifications February 6, 2015 Publish Notice to Bidders, Advertise for Bids February 13, 2015 Public Hearing on Plans & Specifications February 16, 2015 Pre-Bid Construction Conference February 24, 2015 Receipt of Bid Proposals (Bid-Letting) March 5, 2015 Award Construction Contract March 16, 2015 Working Days 45 Working Days Late Start Date May 4, 2015 Approximate Completion Date July 10, 2015 Staff has researched with several specialty contractors who perform similar pavement rehabilitation work and was informed that 45 working days should be sufficient. With a specified late start date of May 4, 2015, the contractor should be completed by approximately July 10, 2015, weather dependent. PUBLIC OUTREACH The City will host an informational meeting for businesses / property owners in which City staff will provide an overview of the Asbury Road Rehabilitation Project to those impacted businesses / property owners along the corridor, review the proposed traffic control plan as well as vehicular / pedestrian access, review the project schedule, and respond to feedback and questions. Asbury Road will be open at all times, only one lane will be closed during the project at any given time. RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the 2015 Asbury Road Pavement Rehabilitation Project through the adoption of the enclosed resolution. BUDGETIMPACT The estimate of probable cost for the 2015 Asbury Road Pavement Rehabilitation Project is as follows: Estimate Construction Contract $ 334,510.30 Contingency 33,451.03 Administration, Design, Construction Engineering & Inspection 55 194.20 Total Project Cost 423,155M The City has budgeted $450,000 (FY14, FY15) to make the improvement repairs on Asbury Road. Since the City has not previously completed a pavement rehabilitation such as this, it is challenging to prepare an estimate of probable cost due to the lack of historical cost information within our area for performing such work. As a result, the cost estimate may be revised as questions or comments are received from prospective contractors through the bid process. Also, when preparing the construction documents, staff may include alternate bid items to allow for some flexibility to adjust the scope of the project should the bids come in higher than anticipated, thus allowing the project to remain within the budgeted funding available. ACTION TO BE TAKEN The City Council is requested to approve the plans, specifications, form of contract and estimated cost for the 2015 Asbury Road Pavement Rehabilitation Project through the adoption of the enclosed resolution.
