BACKGROUND The Port of Dubuque Marina opened in June of 2013. Due to the City's fiscal year ending June 30, it is best to review the year by the calendar year as the boating season is in two fiscal years. Ben Alden, Facilities Supervisor and Dan Kroger, Recreation Division Manager have prepared a report of the 2014 calendar year. The report shares information regarding highlights, financials and marketing and more. The City Council on their 2014-2016 Management Agenda's Economic and Prosperity Goal requests a performance report for the Port of Dubuque Marina. ACTION REQUESTED This report is provided as a summary of the 2014 calendar year operations and future outlook for you and the City Council. OVERVIEW The Port of Dubuque Marina began its second season on May 1"2014, one month earlier than the previous year. The spring and early summer months brought high water to the Dubuque area, causing the closure of the Ice Harbor flood gates on April 21St. Although the gates were closed,the Port of Dubuque Marina store continued to operate and service customers. High water kept the flood gates closed through Memorial Day, however, a drop in the river level --"-. allowed the flood gates to open from May 291h _46 through June 20th. This event brought visiting boaters back to the Port of Dubuque Marina from cities such as Davenport, Iowa, and Moline, Illinois. In the fall the Port of Dubuque Marina hosted a social event for the Iowa Park and Recreation Association. The social event was held on the floating plaza over a two night span giving our professional peers an opportunity to enjoy the facility. MARKETING The City of Dubuque Cable TV department recorded video of the Lighted Boat Parade and created a short documentary which will be used to promote future events. This featurette plays regularly on the City of Dubuque cable TV channel, and is also available to view on the City's website. `--- - The webpage www. portofdubuquemarina.com is regularly updated with jai PORT OF DUBUQUEMARINa photos and information. A wider customer base is now receiving up to date, real time information. In partnership with the City of Dubuque website,the Port of Dubuque Marina used social media outlets such as Facebook and Twitter to quickly - and effectively reach potential customers. The Port of Dubuque Marina Facebook page now has 512 followers and 1,188 friends. Nearby events • D • and Marina store sales are updated as needed, and other events in the 2 Port of Dubuque receive additional support from postings on the City website and social media. The Facebook postings for the Lighted Boat Parade reached over one thousand Facebook users. During the previous winter staff from the Port of Dubuque Marina attended boat& RV trade shows in Davenport, Iowa, Cedar Falls, Iowa, and the hometown Dubuque boat and RV show. Informational brochures and video of the facility were used to promote the Port of Dubuque Marina to potential customers. A frequent guest of the Port of Dubuque Marina wrote a letter to The Port of Dubuque the editor of a popular boating magazine "Lakeland Boating"to recommend that the magazine do a story on the Marina. This guest Marina was featured g Y represents the overwhelming majority of people who visit the Port in Lakeland Boating of Dubuque Marina and believe it is the nicest marina on the magazine's September Mississippi. "Lakeland Boating" responded by conducting a phone Marina Watch. interview with the Port of Dubuque Marina Manager and featuring the Port of Dubuque Marina in its September issue. The Port of Dubuque Marina will continue to utilize print advertisement in its marketing efforts. The facility will appear in Quimby's Cruising Guide's annual publication, as well as the upcoming February issue of Scuttlebutt magazine. Both publications are extremely popular with the boating community. The U.S. Fish and Wildlife service is creating a promotional video spot on the Boating Infrastructure Grant (BIG) Marina project and has asked for some quotes and photos from the Port of Dubuque Marina. At the end of the 2014 season a marketing plan for the Port of Dubuque Marina was put together and sent to the Iowa Department of Natural Resources. This marketing plan highlights events, activities and marketing efforts, over the past two seasons. The complete marketing plan is attached to this report. The marketing plan highlights how the Port of Dubuque Marina has been showcased and utilized throughout the last two years. STAFFING There are four seasonal staff budgeted for the operation; "„ ,,, ,,,, of the Marina and one facility supervisor. In order to properly cover the Marina store and docks during L} regular business days,two staff members work during each shift. Marina staff is cross-trained to work at both the Marina store and on the docks. Facility Supervisor Ben Alden covers shifts as needed, or if the operation is exceptionally busy. The seasonal staff for the 2014 season were extremely - helpful to visiting boaters and the general public. DOCKAGE The quality of the Port of Dubuque Marina docks continues to impress customers during their stay. Everyone who comes to the Port of Dubuque calls it the nicest Marina on the Mississippi. This was due to the forced cancelations of reservations over the July 4t" 4 ECONOMIC IMPACT In the fall, an email survey was sent to just over 200 unique email addresses of boat owners who had been customers of the Port of Dubuque Marina. The goal of the survey was to learn what economic impact the visiting boaters had been on the surrounding businesses. Work through the Clean Marina Certification process to become certified. After research staff discovered there is currently no Iowa Clean Marina Association. Staff attended a meeting of the Wisconsin Clean Marina Association,and they have agreed to certify the Port of Dubuque Marina, pending an onsite visit, and review. Staff also sees an opportunity to one day help form an Iowa Clean Marina Program. 2. Attend off season boat shows to promote the Marina. ✓ Three off season boat shows were attended last winter and staff will be attending an additional show this winter. 3. Create a small information card to give to boaters that has important visitor information. ✓ Marina staff collaborated with the Public Information Office to create a tri-fold insert that can be distributed inside the Port of Dubuque Marina informational brochure. A copy of these documents is included in this report. 4. Obtain Class A/B Underground Storage Tank Operator certification. ✓ Facility Supervisor Ben Alden has completed this certification, and keeps all necessary records of the underground storage tank operation on site. 5. Install large window signage to increase awareness to Port patrons. ✓ With the help of Bob Schiesl of the Engineering Department large window signage was installed at the beginning of this season. 6 6. Install bulletin/message boards at City boat ramps to promote the Marina and provide information. This has been researched, but is currently incomplete. 7. Host special events to draw people to the Marina and Port of Dubuque. ✓ There was plans for an in-water boat show that had to be cancelled due to the closure of the flood gates, hopefully this event will prosper in years to come. The First Annual Lighted Boat Parade drew many people to the Port of Dubuque Marina this year. 8. Develop programs and information around boating rules of conduct and safety. ✓ During the Lighted Boat Parade U.S Coast Guard Auxiliary volunteers were on site to conduct vessel safety checks and inform the public about safe boating practices. We will continue to maintain a strong relationship with this group. 9. Promote use of the lower deck for parties and events. ✓ Hosting the Iowa Park and Recreation social on the Port of Dubuque Marina plaza allowed us to partner with other nearby businesses. 10. Continue to build the business to become more self-sustaining each and every day. Through an increased marketing presence and awareness campaign we will continue to stress the importance of this goal. GOALS: 1. Implement a reservation software program to handle online customer reservation requests. A program has been researched and is in the process of being reviewed by City staff. This program would double as a reservation program for the Miller Riverview Campground. Staff is working to have this up and running this coming •-" season. 2. Introduce hot food service in the Marina store 3. Reapplication of all permits and licenses. 4. Continue to search for a compatible bicycle rental program in the Port of Dubuque. 5. Promote the Port of Dubuque Marina facility as a space not only reserved for boaters. ' 6. Work through the Wisconsin Clean Marina Certification process. 7. Install buIletin/message boards at City boat ramps to promote the Marina and provide information. 8. Continue to build the business to become more self-sustaining each and every day. 7 OUR THANKS We would like to thank the many departments that continue to aid us in accomplishing our goals. The continued support of the Engineering department who work so closely with the original contractors to keep our equipment running. The Public Information office for assisting with the website design, numerous promotional materials, and product logos. The Information Services Department for continually updating us and working to provide our customers with the best possible options. The Finance department for helping to set up new billings and accounts. The Legal department for reviewing new agreements and contracts for the Marina. The Health Department for its knowledge and advice on food safety. The Fire department for conducting annual inspections and assisting with staff safety training. Cable TV for its excellent work filming the Lighted Boat Parade and all other happenings in the Port of Dubuque. The docks are used for short term parking only, not to exceed ten consecutive days; there are no seasonal boats moored in the Port of Dubuque Marina. The Port of Dubuque Marina is located in what is historically known as the Ice Harbor of Dubuque. In addition to the Port of Dubuque Marina, the Ice Harbor is home to a wide variety of different businesses and organizations. The National Mississippi River Museum and Aquarium is one of Iowa's largest tourist attractions. The Mississippi River Museum hosts events like "Rock the Dock" and "Taste of Dubuque' which showcase musical entertainment and food venders which bring people to the Port of Dubuque. Dubuque River Rides and the Ice Harbor Restaurant offer guided paddle boat and luxury boat tours of the Mississippi River and Dubuque's only floating restaurant. The United States Coast Guard has a station in the Ice Harbor for the crew of a 75 foot river buoy tender, which is permanently moored in the harbor. The U.S. Coast Guard regularly works alongside a private tug boat and barge company which has been operating in the Ice Harbor for almost fifty years. After the completion of the Senator John C. Culver Floodwall in 1973, the Ice Harbor began being used as a flood control harbor. The entrance to the Ice Harbor and the Port of Dubuque Marina is through a gate in the floodwall which, if closed, restricts traffic into and out of the Port of Dubuque Marina. The Mississippi Riverwalk in Dubuque was developed on top of the floodwall,and has become an interactive campus with both modern and historical attractions. PORT OF DUBUQUE AREAATTRACTIONS The Mississippi Riverwalk in the Port of Dubuque has been developed into a scenic and informational campus that connects the River's Edge Plaza with the historic Star Brewery. This area in the Port of Dubuque is frequented by both locals and tourists for its beauty and history. The Dubuque Shot Tower is a national historic landmark located at the north end of the River Walk and is frequently visited by tourists. Along the Riverwalk is an annual art installation titled Art on the River. This public temporary art exhibit displays sculptures by artists from across the globe and is on display all year. Each year a panel selects different artwork to be displayed in this exhibit, changing the landscape of the Riverwalk each time. This installation gives the Riverwalk a new look year after year, making it an attractive feature to the Port of Dubuque. Both the Grand River Center and the Grand Harbor Resort overlook the Mississippi Riverwalk in Dubuque. The Grand River Convention Center hosts trade shows,conventions and weddings year round. The Port of Dubuque Marina has hosted some events for these groups on the floating plaza area. The Grand Harbor hotel and waterpark resort is a very popular vacation destination in Dubuque. The waterpark resort includes waterslides and wading pools for guests to enjoy during their stay. The hotel offers guests of the Port of Dubuque Marina additional accommodations if they choose not to spend the night on their boat. A strong partnership is being built between the Grand Harbor Resort,Tony Roma's Restaurant and the Port of Dubuque Marina. 1 Located across the street from the Port of Dubuque Marina, the Diamond Jo Casino has table games, slot machines,an indoor bowling alley and an entertainment stage for performance acts. The performance venue hosts many acts each week, bringing new and different talent to the Port of Dubuque on a regular basis. The top floor of the Diamond Jo Casino is dedicated to a full size bowling alley and sports bar with many food and drink options. The City of Dubuque operates a free trolley service that circulates through the Port of Dubuque and the nearby downtown district. The Trolley service gives visitors free and easy access to many additional attractions that Dubuque has to offer. This is especially useful to guests of the Port of Dubuque Marina, as many of them have no land transportation once they arrive. BUSINESS MISSION The business mission for the Port of Dubuque Marina is to establish new attractions and events that increase awareness and use of the facility by both locals and visitors. The City of Dubuque's Leisure Services Department oversees the Marina and its staff. This department organizes and develops classes, leagues and events for the public. We will use these resources and connections to make the Port of Dubuque Marina a recognizable city facility. TARGET MARKET The target market for the Port of Dubuque Marina is transient boaters and travelers. The Port of Dubuque Marina has become a destination for travelers on the Mississippi River due to the quality of the facility and customer service of the staff. The second market that has been reached are the local boaters who use the facility for a short time. Theses boaters have home marinas nearby, but attend the events and gatherings at or near the Port of Dubuque Marina. The third and final market are people who purchase items in the Marina store unrelated to boating. These customers are tourists and locals who are enjoying the many attractions in the Port of Dubuque. MARKETING STRAGEGY AND IMPLEMENTATION 2013 The Port of Dubuque Marina opened on June 1' 2013. Prior to opening, the Port of Dubuque Marina was listed in the popular boat cruising guide "Quimby's'and a Mississippi River boating magazine "Big River." The Dubuque area conventions and visitors bureau selected a photo of the Port of Dubuque Marina to be used as the cover of the annual visitors information guide. This guide lists all the attractions in Dubuque, and is a valuable resource to visitors. The visitors guide is available for free at many locations around Dubuque, and is available online as well. During the 2013 boating season an informational brochure was created listing the amenities and features of the Port of Dubuque Marina. This brochure was handed out to guests of the Port of Dubuque Marina and allowed them to have a reference for contact information and services available to them. This informational brochure was circulated and displayed throughout the City of Dubuque and would later be displayed in nearby cities along the Mississippi River. The brochure allowed the Port of Dubuque Marina to begin the information sharing process with similar businesses. 2 The Port of Dubuque Marina staff updated the print advertisements which the Marina was previously featured in. The reworked ad was then featured again in the print publications "Quimby's" and "Big River." The Port of Dubuque Marina also expanded its print publications to include "Along the River," a popular tourist information guide. 30,000 issues of"Along the River" are published for the Army Corp of Engineers and it circulates to 1,000 homes through newsletter. The Port of Dubuque Marina was also featured in "Heartland Boating," a magazine which transitioned into becoming an online publication. The January boat owners guide from "Heartland Boating" had 28,000 views,and since going to an online format the publication had a total of 173,400 views. The listing in the online publication allowed The Port of Dubuque Marina to reach a wider audience. During the winter months of 2013, Port of Dubuque Marina staff attended three boat and RV trade shows in the surrounding area; the Quad Cities show in Davenport, Iowa, the UNI-Dome of Cedar Falls, Iowa,and the Dubuque boat and RV show at the Grand River Center. Attending these trade shows helped Port of Dubuque Marina staff promote the facility to their target audience. At these trade shows the Port of Dubuque Marina's booth had informational brochures, pictures, and video of the facility on display. Attending these trade shows also allowed the Port of Dubuque Marina staff to meet and interact with industry contacts from boat dealers and other marinas. This interaction has led to referral partnerships with marinas along the Mississippi River and inland as well. Promotional deals with other businesses in the Port of Dubuque were also discussed at this time. Guests of the Port of Dubuque Marina now enjoy special discounts and rates at the Grand Harbor Resort,Tony Roma's Restaurant,and the Diamond Jo Casino. 2014 The Port of Dubuque Marina is featured in the City of Dubuque Leisure Services department's seasonal brochures. These brochures reach all the homes in Dubuque and beyond. The main feature in the summer 2014 brochure was the Port of Dubuque Marina's First Annual Lighted Boat Parade. The event featured 30 local boats which were decorated and displayed in the Port of Dubuque Marina. The parade then proceeded onto the Mississippi River,where thousands of citizens viewed the display from the Dubuque River Walk. The City of Dubuque Cable TV department recorded video of the event and created a short documentary which will be used to promote future events. This featurette plays regularly on the City of Dubuque cable TV channel, and is also available to view on the City's website. The hosting of the event gave the Port of Dubuque Marina an opportunity to get local media coverage of the facility as well. Press releases were issued to local TV, radio and newspaper organizations to inform the public of the event. This brought non-boaters to the Port of Dubuque Marina and helped make it a destination for all residents of the community. Much of this event's success came from the use of social media and online customer interaction. At the start of the 2014 boating season,the Port of Dubuque Marina developed a free Facebook and Twitter account which was updated throughout the season. This interactive social media allowed staff to quickly get information out to interested parties. 3 The City of Dubuque reworked their entire website in 2014,and dedicated a page to the Port of Dubuque Marina. Staff was able to quickly update pictures of the facility and information was available to a wider population. Staff of the Port of Dubuque Marina now performs regular updates to the website,offering customers real time information. A frequent guest of the Port of Dubuque Marina wrote a letter to the editor of a popular boating magazine "Lakeland Boating" to recommend that the magazine do a story on the Marina. This guest represents the overwhelming majority of people who visit the Port of Dubuque Marina and believe it is the nicest marina on the Mississippi. "Lakeland Boating" responded by conducting a phone interview with the Port of Dubuque Marina Manager and featuring the Port of Dubuque Marina in the September issue. UPCOMING In the coming months,the Port of Dubuque Marina will transition the reservation system into an online program. This will increase guest access to slip reservations,and will be featured on many companion websites. This online reservation program will bring new guests to the Port of Dubuque Marina and produce more efficient reports and information. The Port of Dubuque Marina staff will continue to attend boat and RV shows during the upcoming winter months. The trade show in Davenport, Iowa will not be held this year,giving the Port of Dubuque Marina an opportunity to attend a different area show and continue to reach a broader client base. The Port of Dubuque Marina will continue to develop a strong social media and online presence. Monthly newsletters have been implemented and emailed to customers of the Port of Dubuque Marina to notify them of upcoming promotions and events at the Marina and surrounding area. The City of Dubuque's Convention and Visitors Bureau will partner with the Port of Dubuque in future print publications. Working closely with the convention and visitors bureau will strengthen the resources at the disposal of the Port of Dubuque Marina and its marketing efforts. The convention and visitors bureau currently operates the welcome center located in downtown Dubuque. The Port of Dubuque Marina acts as a welcome center to river travelers,offering guidance and information on some of the area's most popular attractions. The Port of Dubuque Marina will be actively pursuing the addition of Wi-Fi service to the docks and shower suite. The addition of Wi-Fi will only enhance an already user friendly facility and provide customers with a requested amenity. MARKETING OPPORTUNITIES THROUGH PROGRAMS An in-water boat show was scheduled to be held at the Port of Dubuque Marina during the 2014 boating season, but had to be postponed due to high water leading to the closure of the flood gates. This event will be developed in future boating seasons as well. Boat owners will be given an opportunity to sell their boat directly to an interested party at the Port of Dubuque Marina. The Port of Dubuque Marina is hoping to incorporate boat rental and program activities on the docks. Kayak, Canoe, paddle board, paddle boat and pontoon boat rentals are frequently requested at the Port 4 of Dubuque Marina. These would be used for community activities and classes,or rented out for private use. With the use of the Leisure Services Department community base and program development team,the Port of Dubuque Marina will be used for a wide variety of events and activities. The facility and the surrounding area are an ideal space for a variety of programs. All of these programs will increase awareness and use of the Port of Dubuque Marina facility. Saturday August2nd. Local boats of all makes and models will be on display to light up the River. Judging will take place at the Port of Dubuque Marina docks and the parade will proceed along the riverwalk. This event is open to all spectators and will take place along the Riverwalk and in the Ice Harbor.
