SUBJECT: Proposed Ordinance Amendment to Recommend Two Additional Parks
for Sledding

Leisure Services Manager Marie Ware recommends City Council approval of an
Ordinance amendment to add designated areas at Falk and Hillcrest Parks for sledding.
All City parks now have been evaluated for the opportunity for sledding. The remainder
are not being recommended at this time with reasons including being heavily forested or
wooded, slopes to streets and sidewalks, which means there is not adequate and/or
safe run-out area, slopes to creeks, drainage areas or the river, slopes to perimeter
fences and do not have an adequate run-out area, slopes to playground equipment in a
way haybales would not provide for safety necessary and slopes to neighboring private
property. The City will continue to look into efforts that might allow for some of them to
be added at a later date.

A site inspection was completed at Burden, Falk, Flora, Hillcrest and Valley High Parks.
This inspection was conducted by Steve Fehsal, Park Division Manager and the Iowa
Community Assurance Pool Loss Control Specialist. This inspection resulted in the
Iowa Community Assurance Pool's notation of obstructions and/or inadequate run-out
areas in Burden, Flora and Valley High Parks. The recommendation is that at this time
sledding not be allowed in these parks.
The site inspection of Falk and Hillcrest Parks notes that they could provide designated
spaces if haybales are placed in several locations just as they have been at Allison-
Henderson and Gay Parks.
All sledding sites are inspected preseason. Haybales are placed in areas where
needed. At the first snow they are inspected to open the sled hill and each week
thereafter an inspection is completed by park personnel. When sled hills snow has
melted or they have become dangerous, as an example too icy, the sled hill is posted
as closed. An inspection report is completed by park personnel each visit, whether
opening, closing or the weekly inspection.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend an ordinance amendment that
would add designated areas in two additional parks to allow sledding.
DISCUSSION
Currently the list of parks that allow sledding in designated areas include Bunker Hill,
Allison-Henderson, Comiskey, Gay, Grant, Orange, Pinard, Usha, Valentine and
Washington.
Citizens requested Burden, Falk, Flora, Gay and Hillcrest. The Park and Recreation
Commission forwarded requests for Burden, Flora, Gay, Valley High and Mathias Ham
House. Of these requests, Gay Park has been approved at a prior council meeting.
The Ham House property is leased to the Dubuque Historical Society. When contacted
they wish to continue with no sledding at the Ham House property.
A site inspection was completed at Burden, Falk, Flora, Hillcrest and Valley High Parks.
This inspection was conducted by Steve Fehsal, Park Division Manager and the ICRP
Loss Control Specialist. This inspection resulted in ICAP's notation of obstructions
and/or inadequate run-out areas in Burden, Flora and Valley High Parks. The
recommendation is that at this time sledding not be allowed in these parks.
The site inspection of Falk and Hillcrest Parks notes that they could provide designated
spaces if bales are placed in several locations just as they have been at Allison-
Henderson and Gay Parks.
In addition to the requested parks, all other parks now have been evaluated for the

areas designated by the City Manager in the following parks, subject to all rules
posted for such sledding or snow activities:
