MINUTES It was moved by Harjehausen, seconded by Blocklinger, to approve the
APPROVED; minutes of the July 10, 2007 meeting. The motion passed unanimously.

PARK DIVISION Park Division Manager Bob Fritsch shared the following information:
REPORT:
- Ribbon cutting was held at Riley Park. The park gets a lot of use and the
neighbors love it. - Toll booth at Eagle Point Park has been open for a week
or two. We still need a phone line; carpet on the floor; want to purchase a safe;
heating unit is too close to the refrigerator so something will need to be
changed regarding that. Landscaping around the area should be completed by
September 25th. - Contract for the new entrance sign at Eagle Point, to be
placed approximately 50 yards east of the fee building has been let and the
foundation poured. It is a solid stone sign from Becker Quarries, with Klauer
Construction as the General Contractor; cost of sign is $23,000. - We are
working on fine tuning the landscaping at Port of Dubuque and will be raising
the standard of care for a more manicured and crisp, clean look. - Federal
Building landscape bids were received and work will be started within a couple
weeks. The design was done by Park Division Manager Bob Fritsch. Project
was estimated at $50,000; bids came in at $33,000.
RECREATION Recreation Division Manager Pat Prevenas shared the following information:
DIVISION
REPORT: • Bunker Hill golf rounds for July were up 5% and for the season so far, up
6% as compared to 2006, but 2006 was the worst year ever for total rounds.
Total rounds are 3% behind 2005 when we had 28,000 rounds. Golf activity for
Fiscal Year 2007 ended up $20,000 in the black, mostly by reducing expenses,
not increasing revenue. - Swimming pools had a problem with paint not
adhering to the caulk at the pools and people were getting paint on swim suits;
several claims filed at City Clerk's office. - Crypto Speridium problem you
read about in papers comes mostly from livestock. When we had big rains it
got in the river, then people using the river go to the pools. This particular
bacteria is very resistant to Chlorine, and the pools had to have a process
called hyper-chlorination. It takes 20 parts per million for eight hours to hyper-
chlorinate and the pool must be closed during that time and until the chlorine
levels get back to normal. We did this at both pools and the Y also had to do it.
It had no impact on Sutton hours because we had done Flora first and knew
what to expect. We had a few people cancel pool rentals and a few requests
for refunds on season swim passes, due to the situation. We are looking at

preventive maintenance measures in the future, like possibly planning ahyper-
chlorination process into the schedule every month. - Pool closings: Sutton
closed for the season Sunday, August 12th and the doggie dip was held
Monday, August 13th. Flora is scheduled to close August 26th with the doggie
dip on August 27th. - There were 900 free lunches served at Comiskey and
Prescott during the eight-week summer playground program. - Only two
people signed up for the free sport physicals.
OTHER • Commissioners were notified that C.I.P. budget documents would be out
BUSINESS: soon and if they had any ideas, let Leisure Services Manager Gil Spence
know. • Commissioner Hoffmann asked about the possibility of an attachment
being placed on all the park signs saying that Dubuque was an All American
City for 2007. • Commissioner Nadeau asked about replacing swings that
were removed from Waller-Cooper Park. Manager Fritsch explained that they
would probably not be replaced because of the large amount of space they
take up due to safety requirements, et cetera.
