Thank you for your letter to Secretary Peters, concerning the 2007/2008/2009 U.S.-China
Air Services and Combination Frequency Allocation Proceeding, instituted by
Department order on June 21, 2007. The Secretary has asked me to respond to you.
The new U.S.-China Air Services Agreement more than doubles the number of passenger
flights that U.S. airlines will be able to operate between the United States and China in
the next five years and will fully open the market for cargo services by 2011.
In order to begin to take advantage of these new rights, the Department has instituted a
streamlined proceeding designed to promptly award the passenger service opportunities
that are available through 2009, and to maximize the ability of the selected carriers to
plan and market their new services. A number of carriers have applied for the various
rights that are at issue in this proceeding. As this matter is currently pending before the
Department, I am sure you understand that I cannot comment on the merits of any single
application.
