Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the proposed lot split to facilitate building
a new residence.
Staff reviewed existing structures on the property, street access to the proposed parcels,
proximity to the flood plain, easement for the extension of Miller Road, and availability of City
sanitary sewer and water service. Staff noted the need to waive lot frontage.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that they had no objections to
the submitted plat.
Recommendation
By a vote of 4 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request, subject to waiving lot frontage requirements for Lot 2.
A simple majority vote is needed for the City Council to approve the request

SUBJECT: Final Plat Henschel's Hidden Acres
INTRODUCTION
The submitted Final Plat of Henschel's Hidden Acres resubdivides existing property to
facilitate the construction of a new residence at the end of Miller Road for property
owned by Thomas L. and Sheri A. Henschel.
DISCUSSION
The submitted final plat of Henschel's Hidden acres resubdivides Lot 2 of Henschel-
McNamer Place into two lots to facilitate construction of a new residence on Lot 2. Lot
1 has frontage on Miller Road, while Lot 2 does not have frontage on Miller Road, but
has an access easement through Lot 1 along its south property line. Miller Road is
substandard in terms of both its paving width and paving surface. The existing farm
house and farm buildings are located on Lot 1.
While Lot 2 does not have frontage on a public street, staff does not object to its
platting, as the provided easement of 50-foot would allow for the continuation of Miller
Road in the future should the current or a future owner of the property wish to further
develop the land. Planning staff does not object to an additional residence being served
by Miller Road, while it is substandard, the addition of a single residence will not
adversely impact the use and enjoyment of existing parcels along Miller Road.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the
submitted Final Plat of Henschel's Hidden Acres, as it is in substantial compliance with
the City of Dubuque Subdivision Regulations, subject to waiving lot frontage
requirements for Lot 2.

RESOLUTION NO. 475-07
RESOLUTION APPROVING THE FINAL PLAT OF HENSCHEL'S HIDDEN ACRES
Whereas, there has been filed with the City Clerk a Final Plat of Henschel's Hidden
Acres in the City of Dubuque; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and its
approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statu#es and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to allow
Lot 2 to have 0 feet of frontage, where 50 feet of lot frontage is required.
Section 2. That the Final Plat of Henschel's Hidden Acres is hereby approved and
the Mayor and City Clerk are hereby is authorized and directed to endorse the approval
of the City of Dubuque, Iowa upon said Plat of Survey.
