Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, noting he wants to rezone to R-2 Two-Family Residential to construct a duplex on the subject lot. Staff reviewed the size of the parcel, and surrounding zoning and land use. Staff noted the existing structure (mobile home) on the parcel is legally non-conforming. There were no public comments. The Zoning Advisory Commission discussed the request, and found that it was appropriate. Recommendation By a vote of 4 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Property History: The property was under agricultural production in the County until the early 1960s when a mobile home was placed on the lot. Subsequently, the mobile home has been added onto. The property was annexed to the City in 1979, and rezoned to R-2. It was subsequently rezoned to R-1 in 1985. Physical Characteristics: The subject property is a relatively level, 100' by 100' corner lot located at the intersection of Daniels Street and Kebbie Drive. Kebbie Drive is a private easement, not a platted city street, along the east side of the subject property. Concurrence with Comprehensive Plan: The Future Land Use Map indicates this area should remain as a residential use. The Comprehensive Plan promotes inclusive neighborhoods that allow a diverse mix of housing types but also recommends buffering incompatible uses. Impact of Request on: Utilities: Existing utilities are adequate to serve the site. Traffic Patterns/Counts: No traffic patterns/counts are available for Kebbie Drive; however, the addition of one unit at this location should have very limited impact on overall traffic in the neighborhood. Public Services: Existing public services are adequate to serve the site. Rezoning Staff Report - 1605 Kebbie Drive Page 2 Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control and storm water control is provided during all phases of development. Adjacent Properties: The subject parcel is a 10,000 square foot lot. If rezoned and subdivided, it may be possible to build two duplexes at this location. This would be an overall increase of two units over what could be built in the R-1 Single-Family Residential district. The potential addition of two units at this location, with the required setbacks and off-street parking, would have limited overall impact on the adjacent residential properties or the character of the neighborhood. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone a 10,000 square foot lot located at the corner of Kebbie Drive and Daniels Street from R-1 Single-Family Residential to R-2 Two-Family Residential District. Currently, the property shares its northwest corner with an existing R-2 development at 1620 and 1622 Bies Drive. There is currently a mix of uses in this neighborhood with two R-2 properties along Bies Drive adjacent to the subject property, and six R-2 properties south along Kebbie Drive one lot removed from the subject property. There are also some R-3, R-4 and C-3 properties in the neighborhood relatively close to the subject property. The subject structure is a mobile home circa 1960 that has been added onto over the years. Redevelopment of this property for one or two duplexes should have very limited impact on traffic or the character of the neighborhood and should improve the value of the subject property and adjacent properties. City Clerk Address: City Hall- 50 W. 13~St Telephone: 589-4121 ORDINANCE NO. 49-07 AN ORDINANCE AMENDING APPENDIX A (THE ZONING ORDINANCE) OF THE CITY OF DUBUQUE CODE OF ORDINANCES BY RECLASSIFYING HEREINAFTER DESCRIBED PROPERTY LOCATED AT 1605 KEBBIE FROM R-1 SINGLE-FAMILY RESIDENTIAL DISTRICT TO R-2 TWO-FAMILY RESIDENTIAL DISTRICT NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Appendix A (The Zoning Ordinance) of the City of Dubuque Code of Ordinances is hereby amended by reclassifying the hereinafter-described property from R-1 Single-Family Residential District to R-2 Two-Family Residential District, to wit: Lot 2 of 1 of 2 NW % NE'/ Section 28, and to the centerline of the adjoining public right-of--way, all in the City of Dubuque, Iowa. Section 2. The foregoing amendment has heretofore been reviewed by the Zoning Advisory Commission of the City of Dubuque, Iowa. Section 3.
