SUBJECT: Community Development Advisory Commission -Transfer Member
Representation Areas
Housing and Community Development Department Director David Harris recommends
City County approval to transfer the designation of area representation between two
current Community Development Advisory Commission (CDAC) members. CDAC
Chairperson Michael Gukeisen, a member who currently represents slow-moderate
income area in census tract 1, has moved. At-Large Member Theresa Caldwell is an at-
large member who also resides in census tract 1. Both members have agreed to
change their CDAC representation area to allow Mr. Gukeisen to represent the City at-
large and Ms. Caldwell to represent the low-moderate income area.

Transfer member representation areas
INTRODUCTION
The purpose of this memorandum is to request the City Council's consideration for
transfer of designation of area representation between two current Community
Development Advisory Commission members.
BACKGROUND
Currently the Community Development Advisory Commission (CDAC) consists of 9
members; four (4) at-large members and four (4) members from low-moderate income
areas as determined by the US Dept of Commerce, Bureau of the Census, and one
Housing Commission member. This requires four Commission members to be from
lowlmoderate income block groups in Census tracts 1, 4, 5, 6, 7.01, 7.02, 11.02, 101.01
and 101.03. The Housing Commission seat is currently vacant.
DISCUSSION
Chairperson Michael Gukeisen currently is a CDAC member representing alow-
moderate income area, census tract 1.He recently moved to another residence, located
in census tract 8.02, which is not in a designated low-moderate income area. Theresa
Caldwell is an at-large member and currently also resides in census tract 1. Both
members have agreed to change their CDAC representation area to allow Mr. Gukeisen
to represent the City at-large and Ms. Caldwell to represent the low-moderate income
area, thereby allowing Mr.Gukeisen remain on the Commission.
