SUBJECT: Approval of School Resource Officer (SRO) Agreement with Dubuque
Community Schools -School Year 2007/08
Chief of Police Kim Wadding recommends City Council approval of a School Resource
Officer (SRO) Agreement between the City of Dubuque Police Department and the
Dubuque Community School District for the 2007/2008 school year.
The Police Department and the Dubuque Community Schools continue to work closely
in providing a strong relationship between the school and police through the Dubuque
Police School Resource Officer (SRO) program. Currently the Police Department
dedicates three full-time police officers to the Dubuque Community School District
throughout the school year. The Dubuque Community School District provides financial
support to the City for 50% of the salary of two of the officers in the amount of $76,683.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of the memorandum is to seek approval of the School Resource Officer
agreement for the FY2007/08 school year between the City of Dubuque Police
Department and the Dubuque Community School District.
BACKGROUND
The police department and the Dubuque Community Schools continue to work closely
in providing a strong relationship between the school and police through the Dubuque
Police School Resource Officer (SRO) program. Currently the police department
dedicates three full-time police officers to the Dubuque Community School District
throughout the school year.
DISCUSSION
The purpose of the agreement is to define the role of the police department in providing
school resource officer services to the elementary, junior high, and senior high schools.
Additionally, the agreement outlines the financial support from the Dubuque Community
Schools to the City of Dubuque for SRO services.
The Dubuque Community School District provides financial support to the City for 50%
salary of two SRO officers in the amount of $76,683. The agreement has been reviewed
by Barry Lindahl, City Attorney.
RECOMMENDATION
We recommend approval of the attached Dubuque Police School Resource Officer
agreement between the City of Dubuque and the Dubuque Community School District
for the 2007/08 school year and accept the school's financial support of $76,683.
ACTION REQUESTED
Action requested is to seek City Council approval of the agreement between the
Dubuque Community School District and the police department and to sign both copies
of the attached agreement for the 2007/08 school year.

FOR
SCHOOL RESOURCE OFFICERS
FOR
SCHOOL YEAR 2007-2008
This, Agr ement, dated for reference purposes the 17th day of September,
2007, is made and entered into by and between the City of
ubuque (City) and the Dubuque Community School District (School District).
Whereas, School District and City have a strong desire and commitment
to continue the services of the School Resource Officers (SRO Officers); and
Whereas, it is necessary to define the roles of the parties in providing such
services to the elementary, middle, and senior high schools.
Now, therefore, it is agreed by and between the parties as follows:
SECTION 1. ROLE OF SRO OFFICERS.
1.1 The SRO officers will, at the sole direction or approval of the Chief of
Police:
(a) Act as liaison between the law enforcement community and the
school;
(b) Maintain campus awareness, identify imminent problems, and
serve as safety consultant for the school;
(c) Visit classrooms;
(d) Make presentations and answer questions;
(e) Inform school officials and staff of current police involvement with
students and/or student's families;
(f) Investigate appropriate cases involving students as victims or
suspects except those cases handled by a specialized unit;
(g) Assist with prevention patrol for students en route to and #rom
school;
(h) Take appropriate action on on-site occurrences including, but not
limited to: fights, vandalism, theft, accidents, traffic violations, disorderly
conduct, narcotics offenses, weapons, unauthorized persons on school
property, and other occurrences as appropriate;
(i) Assist with in-servicing other school security staff;
(j) Interact with patrol and investigative divisions on matters of mutual
concern including, but not limited to: indecent exposure, gang activity,
traffic hazards, sex offenses, suspicious persons, and other matters as
appropriate;
(k) Attend school staff and faculty meetings and training sessions
when requested;
(I) Act as a resource person to school staff;
(m) Attend school-sponsored extra-curricular activities when requested;
(n) Interact with students to promote and reinforce basic life skills, self-
control and accountability;
(o) Maintain confidential records on student contacts;
(p) Maintain working knowledge of School Board policies, school
Administrative Regulations and Student Handbooks; and
(q) Conduct other duties as approved or assigned by the Chief of
Police.
1.2. The hours and work day of SRO Officers will be determined by the Chief
of Police based on building schedule and extra-curricular activities. Uniforms will
be worn at the discretion of the SRO Officer.
SECTION 2 COMPENSATION. Three SRO Officers will be assigned by City to
School District. However, School District shall provide financial support to City for
50% of the salary of two SRO Officers in the total amount of Seventy-Six
Thousand Six Hundred Eighty Three Dollars and No Cents ($76,683.00), payable
as follows.
(a) Provider invoice to the School District by November 1, 2007.
School District payment to Provider by December 14, 2007.
Amount due is 50% of the Agreement ($38,341.50).
(b) Provider invoice to the School District by March 7, 2008.
School District payment to Provider by April 18, 2008.
Amount due is 50% of the Agreement ($38,341.50).
SECTION 3. TERMINATION. Either School District or City may cancel this
Agreement by giving the other party not less than thirty (30) days' written notice
written notice of intent to cancel. However, under emergency or exigent
circumstances, either party may cancel this Agreement by giving the other party
not less than ten (10) days written notice.
SECTION 4. TERM. The term of this Agreement is from August 15, 2007,
through June 15, 2008.
