Van Milligen, City Manager SUBJECT: Application Authorization for Iowa Clean Air Attainment Program Funding for City of Dubuque US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project City Engineer Gus Psihoyos is recommending City Council authorization to submit an application to the Iowa Department of Transportation (Iowa DOT) for Iowa Clean Air Attainment Program (ICAAP) funding for the City of Dubuque US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project. Since the project is still in a preliminary design phase, the Iowa DOT is requesting the City's support of the project. The preliminary design for this project is estimated at $900,000. The City's portion of the project cost would be included within a Fiscal Year 2009 Capital Improvement Program (CIP). I concur with the recommendation and respectfully respect Mayor and City Council approval. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer , SUBJECT: Application Authorization for Iowa Clean Air Attainment Program Funding for City of Dubuque US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to submit an application to the Iowa Department of Transportation (Iowa DOT) for Iowa Clean Air Attainment Program (ICAAP) funding for the City of Dubuque US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project. BACKGROUND In 2004 the Howard R. Green Company completed a Traffic Engineering Assistance Program (TEAP) study that identified several alternatives to improve the operation and efficiency of the intersection of US Highway 151/61 and Maquoketa Drive in Dubuque. In 2005 HR Green submitted a large ICAAP grant application on behalf of the City and unfortunately it was not selected for funding. The City has since revised the improvements and has focused on smaller projects aimed to reduce delay and emissions at the two existing intersections along this corridor. The City is proposing the following improvements as part of this project: US 151/61 at US 52 • Reconstruct entire signal. • New control cabinet on the northeast side of intersection (by Hardee's). • Build signals with future geometric improvements including dedicated protected-only left, through and right-turn movements for the side streets. This would eliminate the current split phasing. • Extension of left-turn lane from US 151/61 to 52 south. (This may also qualify for Traffic Safety Funding). Additional ITS Improvements • Fiber optic communications between the two signals (approximately 2,500 feet). This communications line will allow the signal to be interconnected. • Traffic sensors midway between signals to monitor movements and to accumulate traffic counts. • A camera at each intersection for monitoring of signal operation. • As part of the cable television franchise agreement, the City has fiber optics installed within several blocks of these intersections. A portion of this project would include connecting these two signals to that fiber so that the City could remotely monitor and adjust the signals from City Hall. DISCUSSION recommend that the City submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program (ICAAP) funding for the US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project. BUDGET IMPACT ICAAP funds usually require a 20% local match. The preliminary cost estimate for this project is around $900,000. This project may also qualify for additional funding sources such as Traffic Safety Funds (TSF) and Urban State Traffic Engineering Program (U-STEP) funding. In this case, the project is still in a preliminary design phase and the Iowa DOT is just asking for the City's support for the project. ECIA is working with the City of Dubuque Engineering Department on this grant application; therefore, there is no application fee. If this project is accepted by the Iowa DOT, Engineering would propose funding of the City's portion of the project through next year's Capital Improvement Program (CIP). ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution authorizing the filing of an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds for the US 151/61 at US 52 and US 151/61 at Maquoketa Drive Traffic Signalization Project cc: Roger Walton, PE -Iowa Department of Transportation Jenny Larson, Budget Director Don Vogt, Public Works Director David Ness, PE RESOLUTION NO. 492-07 RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FUNDING OF CITY OF DUBUQUE US HIGHWAY 151/61 at US 52 AND US HIGHWAY 151/61 AT MAQUOKETA DRIVE TRAFFIC SIGNALIZATION IMPROVEMENT PROJECT Whereas, traffic congestion problems occur at the intersections of US Highway 151/61 at US 52 and at US Highway 151/61 at Maquoketa Drive in the City of Dubuque that could be improved by traffic signal improvements; and Whereas, the City of Dubuque has determined that improvements to this intersection will increase traffic flow, thereby reducing vehicle emissions caused by vehicle delay; and Whereas, the Iowa Department of Transportation provides, on a competitive basis, funds for transportation projects that address congestion problems and provide air quality improvements; and Whereas, the City of Dubuque is willing to commit the necessary local matching funding for project implementation and upon completion, in cooperation with the Iowa Department of Transportation, be responsible for adequately maintaining and operating the project for public use during the project's useful life. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA THAT: Section 1. The City makes application to the Iowa Department of Transportation for funds through the Iowa Clean Air Attainment Program to fund the traffic signal improvements at the US 151/61 at US 52 and US 151/61 at Maquoketa Drive intersections.
