SUBJECT: Town Clock Renovation Project
Bids were received on September 20, 2007, for the Town Clock Renovation Project.
The low bid is $179,850 over budget, almost double the budgeted funds of $195,250.
Leisure Services Manager Gil Spence is recommending rejection of all bids and that the
project be re-budgeted in a future budget year.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Town Clock Renovation Project
INTRODUCTION
The purpose of this memorandum is to request that the City Council reject the bids for
the Town Clock Renovation Project.
DISCUSSION
Bids were received on September 20, 2007, for the Town Clock Renovation Project. A
summary of the bids received is as follows:

This phase of the renovation will include applying an E.I.F.S. finish to the pedestal base
of the clock, replacing the electrical system and interior lighting, repairing the worst
places on the exterior of the clock, and painting the clock.
Phase II of the renovation will be included in the C.I.P. budget in seven years when the
clock needs to be painted again. Phase II will include additional repairs to the exterior
of the clock, lighting the exterior, and painting the clock.
The architect's estimate was $165,000 and the budget is $195,250. This low bid is
$179,850 over the budget.

RECOMMENDATION
I recommend that the bids be rejected and additional funds be requested in the FY 2009
C.I.P. budget to complete the project.
ACTION STEP
The action requested is that the City Council adopt the attached resolution rejecting the
bids for the Town Clock Renovation Project.

REJECTING THE CONTRACT BID PROPOSAL FOR THE TOWN
CLOCK RENOVATION PROJECT
Whereas, a sealed proposal was submitted by contractors for the Town
Clock Renovation Project and notice to bidders published in a newspaper
published in the City of Dubuque, Iowa, on the 24th day of August, 2007; and
Whereas, the sealed proposals were opened and read by the City Clerk
on the 20th day of September, 2007.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. The bid proposals received for the Town Clock Renovation
Project is hereby rejected.
