Van Milligan, City Manager FROM: Craig Nowack, Cable TV Coordinator DATE: March 5, 2015 RE: PEG Fund Request INTRODUCTION The purpose of this memorandum is to forward a request from the Cable TV Commission to approve a request for funding from the Capital Grant for Access Equipment and Facilities. BACKGROUND At its meeting on March 4, 2015, the Commission approved a request from Loras College for $16,400 fora slow-motion replay system and portable video recorder to use during its many sports broadcasts on the shared educational access channel. The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded for$603,874. RECOMMENDED ACTION I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file, and approve. Each year Loras College students produce many multi-camera, varsity athletic games for the educational access channel 85-5. Over the years we have always borrowed the standard definition BUF replay system from Mediacom for our productions. As avid sports audiences know, slo-mo replay provides an incredibly significant addition to any sporting production. Unfortunately, in fall 2014, Mediacom's slo-mo unit broke. That has prompted this request. We are seeking a similar device but with the HD upgrade. Over the past few years, we have produced our games entirely in HD, except for the SD slo-mo replay. That was a major drawback to the overall quality of the final production, but we made due. Since that unit is no longer available, it makes the most sense to request a HD version. In phone conversations with both Jim Barefoot and Craig Nowack I asked if we should continue to share with Mediacom. Based upon the amount of programming we produce, the reply was that we should request our own to avoid future timing conflicts (which happened in the past) and to assure that one party does not break equipment that the other needs. We are also requesting a HD recording system to capture the on-location broadcasts. The sturdy case is designed for protected mobility. Since we set up in a variety of venues (basketball, football, etc.) the rugged nature of this product is important. Describe how the community will benefit from your request:: In 2014, Loras students produced more than 73 hours of sports programming for 85.5 The Source. That coverage included football, soccer, volleyball, lacrosse and basketball. We covered men's and women's teams. These pieces of equipment will help us continue to provide the best quality production for the many Loras athletics fans in Dubuque. Our goal continues to be to make watching the game on the educational access channel as inviting as being there in the stands.
