The application, staff report and related materials are attached for your review. Discussion Chairperson Norton stepped away from the table due to a potential conflict of interest. Vice Chairperson Henschel took over. The applicant spoke in favor of the request reviewing the location of the property and the number of lots to be created and access. Staff reviewed the staff report, reviewing the property was being jointly reviewed by the City and County, the plat was considered a minor final plat, and that waiving the lot frontage for Lot 4 was appropriate as it reflected the current amount of frontage. There were no public comments for the subject parcel. Staff noted that Lots 1 and 2 will share a new access to McClain Lane and Lots 3 and 4 will share the existing access to Cottingham Road. The Zoning Advisory Commission discussed the request, and found it appropriate. Recommendation By a vote of 6 to 0, with one abstention, the Zoning Advisory Commission recommends that the City Council approve the request, subject to waiving the lot frontage requirements for Lot 4. A simple majority vote is needed for the City Council to approve the request. The submitted Final Plat is within two miles of the city of Dubuque and is being jointly reviewed by the City and Dubuque County. DISCUSSION The submitted Final Plat of Vize Place subdivides an existing 11.5 acre parcel into four lots. The submitted Final Plat is considered a minor final plat as no new public or private utilities or streets are proposed. Lots 1 and 2 will share an access to McClain Lane which intersects with Cottingham Road, while Lots 3 and 4 will utilize an existing access to Cottingham Road. Lot 4 will only have 30 feet of lot frontage on Cottingham Road; however, this is how the existing lot is presently platted in Dubuque County. Planning staff does not object to waiving the lot frontage requirement for Lot 4 as the existing lot is already built on and there is an access easement being platted to serve Lot 3 RECOMMENDATION Planning staff recommends the Zoning Advisory Commission review the submitted Final Plat of Vize Place Subdivision and recommend approval of the Final Plat subject to waiving the lot frontage requirement for Lot 4. Whereas, there has been filed with the City Clerk the Final Plat of Vize Place in Dubuque County, Iowa; and Whereas, said Final Plat provides 30 feet of lot frontage for Lot 4, where 50 feet is required by Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances, Unified Development Code; and Whereas, said Final Plat has been examined by the Zoning Advisory Commission and had its approval endorsed thereon; and Whereas, said Final Plat has been examined by the City Council and they find that it conforms to the statutes and ordinances relating thereto. Whereas, there has been filed with the City Clerk the Final Plat of Vize Place in Dubuque County, Iowa; and Whereas, said Final Plat provides 30 feet of lot frontage for Lot 4, where 50 feet is required by Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances, Unified Development Code; and Whereas, said Final Plat has been examined by the Zoning Advisory Commission and had its approval endorsed thereon; and Whereas, said Final Plat has been examined by the City Council and they find that it conforms to the statutes and ordinances relating thereto.
