This additional amount was due to change orders which included the addition of manhole grouting at five manholes, the addition of televising 21 sanitary sewer laterals and an additional 120 lineal feet of 8-inch CIPP lining. Van Milligen, City Manage FROM: Gus Psihoyos, City Engineer DATE: March 9, 2015 SUBJECT: FY2015 Sanitary Sewer Lining (CIPP) Project CIP 7101637 INTRODUCTION The following resolution provides for the acceptance of the construction contract for the FY15 Sanitary Sewer Cured-in-Place-Pipe (CIPP) Lining Project. BACKGROUND The FY15 Sanitary Sewer Cured-in-Place-Pipe (CIPP) Lining Project was initiated under Resolution No. 150-14 on May 19th, 2014. The original scope of the project included 8,887 linear feet of sanitary sewer rehabilitated by the cured-in-place pipe method as identified in the Corrective Action plans for the Sewershed 5 and 7, and at locations determined during public works maintenance activities. As the project is specialized in terms of contraction practices, including the type of materials used and the installation technique, pre-qualification statements are requested prior to the bid letting. The pre-qualification standards follow those listed in the City's adopted standards, SUDAS. The City has pre-qualified six contractors for CIPP lining. Visu-Sewer Clean & Seal of Pewaukee, Wisconsin was the successful bidder and awarded a contract in the amount of$254,825.20. DISCUSSION The project was designed, inspected, and managed by City engineering staff and was completed on time. Staff worked closely with the contractor to manage in the field and agreed to changes. Original line item additions and deletions due to actual installed quantities resulted in an increase of $2,467.00. The project extended to include one change order which included the addition of manhole grouting at five manholes located along the Granger Creek Interceptor sewer line, which were infiltrating groundwater; the addition of televising 21 sanitary sewer laterals along Kaufmann Avenue in Sewershed 7 to determine which laterals were allowing direct inflow of storm water into the sanitary sewer system; and an additional 120 lineal feet of 8-inch CIPP lining in the Carter Road detention basin area. The total amount of approved change orders was $24,122.00. Not all approved change order quantities were used to complete the work resulting in a reduction of$3,687.00 to the approved change order. The final sanitary sewer length rehabilitated, including base contract line items additions and deletions and the additional lineal footage included in the change order was 9,233 lineal feet and 76 service reinstallations. The final construction cost totals $277,727.20. BUDGET IMPACT Resolution No. 150-14 authorizing the FY2015 Sanitary Sewer Cured-in-Place-Pipe (CIPP) Ling Project showed an estimated project cost including construction, contingency, and engineering of$394,600.00. Cc: Jenny Larson, Budget Director Deron Muehring, Civil Engineer II Charlie Gau, Engineering Technician 2 RESOLUTION NO. 86-15 ACCEPTING THE FY15 SANITARY SEWER CURED -IN-PLACE PIPE LINING PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR Whereas, the public improvement contract for the FY15 Sanitary Sewer Cured- in - Place Pipe Lining Project (the Project) has been completed has been completed by the Contractor, Visu Sewer Clean and Seal (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and Whereas, the final contract amount for the Project is $277,727.20; Whereas, the Contractor has previously been paid $263,840.84, leaving a balance of $13,886.36; and Whereas, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $13,886.36 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
