Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the proposed changes to the
campus, time table for the improvements and the likely hours of use of the athletic fields
and outdoor lights.
Staff reviewed the staff report, noting that the request is an amendment to the Clarke
University Campus Plan as the proposed changes were considered significant to
warrant an amendment. Staff reviewed the proposed improvements and shared a
survey conducted by staff on the availability of parking spaces.
There were several public comments with concerns expressed regarding increased
noise from increased use of the athletic fields, increase in the ambient light levels of the
neighborhood caused by the new field lights, and that lighting and towers erected next
to the existing and new athletic fields will negatively impact property values.
The Zoning Advisory Commission discussed the request, reviewing that the proposed
lighting must meet similar requirements like athletic facilities elsewhere in the
community, that athletic events and their noise and lighting are a typical use on a
college campus, and that the neighborhoods around Dalzell Field and the University.of
Dubuque have not been adversely impacted by the occasional use of field lights during
practices and sporting events.

The Commission asked if the applicant would agree that a pedestrian access be
constructed from the large parking lot to the new and existing athletic fields. The
applicant agreed to this request.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, with the condition that a direct sidewalk connection be extended
from the 179-space parking lot to both athletic fields.
A simple majority vote is needed for the City Council to approve the request. A super-
majority vote is needed for the City Council to revise any condition recommended by the
Commission.

Greetings,
This letter is an effort to begin the process of amending the district for Clarke University. The University is
working on long-term planning for campus infrastructure. A project being considered is the construction of a
competition field and a practice Feld.
In moving through the process and visiting with planning and zoning we discovered a number of steps
necessary to ensure compliance with the City of Dubuque and the campus neighbors; mainly amending the
district. We have enclosed a map, lighting proposal and submittal fee to aid in the process. The map shows
the placements of the fields. The lighting proposal is part of a grant the University is applying for in effort to off-
set the costs.We also understand there is a$2 fee per neighbor within a certain range of the lighted fields;
these fees will be covered once we know the amount.
According to Musco Sport Lighting, both fields will be lit. The larger competition field will have four, ninety foot
galvanized lighting poles,while the practice field will also have four poles, but these poles will only be sixty foot
in height. The candle foot are noted on the enclosed proposal.

Thank you for your review of Clarke University's application. We were informed that
more information was needed before approving amending the University's district.
Please find answers to your questions below.
Clarke University desires to expand its current athletic outdoor facilities to meet the
needs of our current programs and new initiatives. The plan is to reposition and turf
the existing field so that a track, if needed, may be added in the distant future. A
second half field, a practiced Feld, will be added adjacent to the main field. The
proposed use, for the fields, are competition and practice for soccer, lacrosse, football
(beginning in the Fall of 2018) and intramural activities. The University also desires to
host athletic camps. We have a partnership with the Dubuque Community Schools for
sharing outdoor athletic spaces. Currently, the Dubuque Senior High School soccer
teams practice on our field.
As for the inquiry on the hours of operation, the planned hours of operation for the
fields will be from 6:00 a.m. to 10:00 p.m. in mid-August thru early November and then
again in March thru early May, weather permitting. We expect some usage through the
summer with the implementation of camps.
Proposed seating for spectators and fans will be approximately 200 bleacher seats.
There is no intention of stadium style setting.
According to the first phase of the plan, there will be no reduction in parking. If
fundraising and enrollment exceeds expectations we may move to the alternative plan
which includes adding a track and removal of half the current parking in the Wahlert
parking lot. However, that is not in the near future.

Attached is a list of the current available parking on Clarkes' campus. The spaces total
799. Fans and spectators attending the events usually park closest to the event. For
events near the proposed outdoor fields, the Wahlert Lot and the newer North Lot
would be used. Overflow parking for campus events is available in in the TDH lot, the
Science Center lot or behind the Wahlert Atrium and Keller Computer Center. Football
competitions slated for the fall of 2018 are expected to be played at Dalzell Field,
Dubuque Senior High School. Fans will park in the Dubuque Senior High School lot and
in the event of overflow, will park in the Clarke TDH lot.
Attached is a breakdown of parking lots on campus and the number of spaces per lot.

Previous Planned District: Clarke University has amended their concept plan for the
Institutional District numerous times in the past. Most recently, an amendment to Clarke
University's ID was approved that permitted the addition of the Byrne Science Hall and
a 179 space parking lot at the northeast side of the campus.
Purpose: Clarke University intends to expand an existing athletic field at the north end
of the campus and add lighting, a track and bleacher seating for 200 spectators. The
expansion will also result in the loss of 36 of the 133 parking spaces in the existing
parking lot located just north of the Kehl Recreation Center. Clarke also intends to add j
synthetic turf and lighting to an existing grassy area to create an approximately 1 acre
practice field.
Property History: The areas where the expanded athletic field, track and practice field
is proposed has historically been an athletic field, green space and parking lot.
Physical Characteristics: The existing athletic field is an approximately 2 acre level lot
bordered on the north and east by mature deciduous trees. When the field is expanded
and the surrounding track surface is added the lot will be approximately 3.5 acres in
area. The large athletic field and associated parking lot will continue to be level and the
surrounding vegetation should not be significantly reduced. The practice field will
continue to be a level one-acre lot. The two fields are in close proximity with each other
and are close to the Clarke Drive right-of-way. There is a 179 space level parking lot

located just east of the proposed practice field and a level 133 space parking lot just
south of the current large athletic field.
Conformance with Comprehensive Plan: The Comprehensive Plan Future Land Use
Map calls for this property to remain institutional. The Comprehensive Plan encourages
expansion of institutional projects in a compact and contiguous manner. The
Comprehensive Plan also encourages any such expansions to be compatible with
adjacent land use and traffic patterns.
Impact of Request On:
Streets: The applicant is not proposing any changes to the current public street
pattern around the Clarke University campus. There are currently two driveway
accesses from Clarke Drive to the lots adjacent to the athletic field and the practice
field. The east parking lot has a 24 foot wide access drive and the west lot has an
18 foot wide access drive. Athletic events may generate additional vehicular and
pedestrian traffic. Traffic exiting and entering the 18 foot wide access may have to
slow or stop when two cars are using the access drive simultaneously.
Sidewalks: Sidewalks are currently located along the entire frontage of Clarke
Drive and Clarke Crest adjacent to the campus and also around the entire
perimeter of the practice field. However, there is no sidewalk connection between
the 179 space east parking lot and the athletic fields.
Parking: There is a 133 space parking lot directly south of the large athletic field
that, when reconfigured to accommodate the field expansion and the addition of a
track, will be reduced to 97 spaces. There is an existing 179 space lot directly
adjacent to the proposed practice field and within 400 feet of the large athletic field.
This lot does not have a direct pedestrian connection to the large field and it would
require a minimum 800 foot trek along existing sidewalks on Clarke Drive to reach
it. There is a 289 space parking lot approximately 1,100 feet south of the large
field with pedestrian access from a sidewalk along Clarke Drive.
Clarke University has a total of 800 off-street parking spaces on campus. On street
parking is also permitted on both sides of Clarke Drive and West Locust Street
bracketing the campus. However, on-street parking along West Locust Street is
also utilized by students and visitors to Dubuque Senior High School. The
applicant notes that competitive events will generally be held at Dubuque Senior
High's Dalzell Field. And, even if some events are held at the Clark's expanded
athletic field, they may not coincide with peak parking demand which is usually
during the daytime hours.
The Institutional District regulations permit the Commission and Council to review
the proposed parking plan for each individual district and evaluate the plan in light

of existing neighborhood conditions to determine whether the parking issues have
been adequately addressed.
Staff anticipates that as a matter of convenience, spectators and athletes visiting
the athletic field will utilize both Clark's surface parking and some of the available
on-street parking in close proximity to the field.
Lighting: Clarke University intends to light both the large athletic field and the
practice field. The large athletic fields will have 4, 90 foot high light poles and the
practice field will have 4, 60 foot high light poles. There are 15 lots and 11
residences directly adjacent to the large athletic field and approximately 25 to 30
residences within 700 feet of the field. The large athletic field is at grade with the
adjacent residential lots to the north; however, the adjacent lots along Aspen Drive
are on a slope and sit up to 20 feet below the field.
Because of lighting standards for athletic fields, it is not possible to utilize cut-off
style light fixtures. The lighting contractor for the project notes that they will use
new style fixtures that will reduce spill over light by over 50%. Staff anticipates
that, regardless of the fixturing, light will spill over on to the adjacent residential
properties along Aspen Drive, Clarke Crest Drive and Clarke Crest Court. The
applicant notes that athletic events will cease by 10:00 p.m.
Signage: Clarke University will be bound by standard Institutional District sign
regulations as are the other colleges and hospitals in the city.
Bulk Regulations: As no significant buildings are proposed, Clarke University will
be bound by the submitted concept plan, parking configuration and light pole
height(s).
Permeable Area The permeable area should not be significantly increased.
Landscaping/Screening: The existing landscaping and screening along the athletic
fields and on campus in general should not change.
Utilities: Existing utilities are adequate to handle proposed improvements.
Traffic Patterns/Counts: The IDOT 2013 average daily traffic counts indicate
3,310 vehicle trips per day along Clarke Drive through the campus and 3,880
vehicle trips per day along West Locust on the sought side of the campus.
Planning staff estimate that an athletic event with 200 seat capacity may generate
up to 200 vehicle trips per event. This may be a high estimate given that many of
the spectators will likely be students residing on campus or sharing rides. Give
the frequency and duration of the proposed athletic events, there should be little
disruption to the overall traffic congestion in the neighborhood.
Public Services: Existing public services are adequate to serve the site.

Environment: The proposed project will create little additional impermeable area
and not alter runoff patterns on the campus. Therefore, staff does not anticipate
any adverse impact to the environment provided adequate erosion control is
provided during all phases of development.
Adjacent Properties: All of the proposed development will take place within the
current Clarke University campus and not sprawl across any of the bordering
streets into the residential districts. However, lighting for the evening athletic
events will likely be cast onto the adjacent residential properties. Athletic field
lighting is typical for most large educational facilities as is evidenced by the four
100 foot high light poles at Dalzell Field adjacent to Clarke's campus.
Traffic and demand on parking in the neighborhood may be slightly impacted
during evening athletic events. However, when taken in light of other typical
campus events, the additional activity should not be significant. In addition, there
may be elevated noise levels up to 10:00 p.m. in the evening during athletic
events.
CIP Investments: None proposed.
Phasing of development: None proposed.
Staff Analysis: The institutional district regulations require that an application be filed
when a district is expanded in physical area or there is a substantial on premise
change. Clarke University's request is to expand an existing athletic field and add
lighting, a track and bleacher seating for 200 spectators. Expansion of the athletic field
will also result in the loss of 36 off-street parking spaces from the lot directly south of
the field. The request is to also convert the existing undeveloped grass field into a
lighted practice field.
There are 276 off-street parking spaces in close proximity to the large athletic field and
bleacher seating. However there is currently no direct pedestrian connection from the
179 space lot to the large athletic field. A direct sidewalk connection would better
facilitate pedestrian traffic and make the parking lot more attractive to spectators of
athletic events.
Although the lighting contractor has indicated that the proposed light fixtures will reduce
spill over lighting be over 50%, staff anticipates that light will still be cast onto the
adjacent residential properties. A similar situation can be witnessed at the other college
and high school fields within the city. This kind of activity and consequent lighting spill
over is typical on most college campuses.

Expansion of the large athletic field will generate additional demand for parking in the
campus parking lots and on the adjacent city streets. Also, during events, light will spill
over into the adjacent residential properties and slightly increase noise and traffic.
These kind of activities should be short in duration relative to overall university activities
and events and not be overly disruptive to the adjacent residential properties. Existing
mature deciduous trees screen most of the adjacent residential properties from the
large athletic field, especially during the summer and early fall months when most
outdoor athletic events occur.
As no significant buildings are proposed, if approved Clarke University will be bound by
the submitted concept plan, parking lot configuration and light pole number and
height(s).
Planning staff recommends that the Zoning Advisory Commission review the criteria
established in Sections 5-24 and 9-5 of the City's Unified Development Code regarding
Planned Unit Developments and zoning reclassification.

AN ORDINANCE AMENDING TITLE 16 OF THE CITY OF DUBUQUE CODE OF
ORDINANCES, UNIFIED DEVELOPMENT CODE, BY PROVIDING FOR THE
APPROVAL OF AN AMENDED CAMPUS DEVELOPMENT PLAN FOR THE CLARKE
UNIVERSITY ID INSTITUTIONAL DISTRICT TO ALLOW EXPANSION OF
RECREATION FIELDS AN INSTALLATION OF NEW LIGHTS NORTH OF THE
STUDENT ACTIVITY CENTER
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Title 16 of the City of Dubuque Code of Ordinances, Unified
Development Code, be amended by providing for the approval of an amended campus
development plan for Clarke University ID Institutional District, a copy of which is on file
with the City of Dubuque Planning Services Department.
Section 2. Institutional District Regulations.
A. Use Regulations: The following regulations shall apply to all uses made of land
in the above-described ID Institutional District:
1. Principal permitted uses shall be limited to:
a. Offices for administrative personnel or other institutional employees and
affiliates.
b. Churches, libraries, and museums.
c. Classrooms, laboratories, lecture halls, and similar places of institutional
assembly.
d. Off —street parking and loading.
e. Recreational or athletic facilities for the primary use and benefit of
institutional residents or affiliates.
f. Single-family, two-family or multi -family dwelling for the housing of
institutional residents or affiliates.
2. Accessory Use. The following uses shall be permitted as accessory use in the
above-described ID institutional District.
a. Located entirely within a principal building, bookstores, or bars seating not
more than seventy-five (75) persons at one time and located not closer than
two hundred feet (200') from the nearest Residential or Office Residential
District.
b. All uses customarily incidental to the principal permitted uses in
conjunction with which such accessory uses operated or maintained, but not
to include commercial use outside the principal building.
3. No conditional uses shall be allowed.
B. Lot and Bulk Regulations: Development of land in the ID Institutional District
shall be regulated as follows:

in substantial compliance with the attached amended Campus Development Plan.
C. Performance Standards: The development and maintenance of uses in this ID
Institutional District shall be established in conformance with Section 5-22 of the Unified
Development Code and the following standards:
1. That a paved pedestrian pathway shall be constructed to connect the large
parking lot at the northwest corner of Clarke Drive and Clarke Crest Estates with both the
new half practice field and the existing athletic field adjacent to the Student Activity
Center.
2. The storm water control shall be designed and built in accordance with city
regulations subject to review and approval by the City of Dubuque Engineering
Department.
3. That appropriate erosion and sediment control will be installed prior to
commencement of any land disturbing activity related to the subject project, including all
required state and city permits related to erosion control.
4. Landscaping shall be provided in compliance with Article 13 of the Unified
Development Code.
5. All utilities, including telephone and cable television, shall be installed
underground.
6. Final site plans shall be submitted in accordance with Articles 12 and 13 of the
Unified Development Code.
D. Parking Requirements: The off-street parking requirements for the principal
permitted uses for the herein described ID Institutional District shall be regulated as
follows.
1. The number, size and layout of off-street parking shall be in substantial
compliance with the amended campus plan.
2. The design of the parking lot shall comply with Article 13 of the Unified
Development Code.
3. Any significant expansion or reduction in the number of off-street parking spaces
must be reviewed by Planning Services staff for compliance with the adopted Institutional
District regulations.
E. Sign Regulations: The sign regulations shall be the same as that which are
allowed in the ID Institutional District as established in Article 15 of the Unified
Development Code.
F. Additional Standards: That all previously approved campus development plans
are hereby amended to allow for the attached campus development plan.
G. Transfer of Ownership: Transfer of ownership of property in this ID Institutional
District requires rezoning of the property to an appropriate zoning district.
H. Modifications: Any modifications of this Ordinance must be approved by the City
Council in accordance with zoning reclassification proceedings of Article 9 of the Unified
Development Code.
Section 3. The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
Section 4. The foregoing amendment shall take effect upon publication, as
provided by law.
