Sealed bids were received for the 2015 Asbury Road Pavement Rehabilitation Project.
City Engineer Gus Psihoyos recommends award of the construction contract to the low
bidder, Iowa Erosion Control, Inc., in the amount of $317,619.47, which was 5% under
the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 2015
Asbury Road Pavement Rehabilitation Project.
DISCUSSION
The 2015 Asbury Road Pavement Rehabilitation Project, from approximately 450' East
of Mathew John Drive to John F. Kennedy Road will provide for the following
improvements:
• The placement of dowel bars at the transverse joints for traffic load transfer,
which will extend the life of the pavement.
• Diamond grind the existing concrete pavement which will provide a smoother
ride.
• Concrete panel replacement where needed.
• Re-sealing the transverse and longitudinal joints which will extend the life of the
pavement.
• Storm sewer intake top reconstruction.
BID RESULTS
Sealed bids were received on the project on March 5, 2015. Iowa Erosion Control, Inc.
of Victor, Iowa submitted the low bid in the amount of $317,619.47. This amount is 5%
under the estimate of probable cost. A summary of the bid proposals received is as
follows:

RECOMMENDATION

The City has budgeted $450,000 (FY14, FY15) to make the improvement repairs on
Asbury Road. Since the City received favorable bids, within budget, staff will evaluate
the original scope of work recommended to determine if additional rehabilitation could
be performed while remaining within the available budget. Additional work that may be
recommended would include installing dowel bars in the center turn lane, diamond
grinding the center turn lane, or additional concrete panel replacement where needed.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the 2015
Asbury Road Pavement Rehabilitation Project, to Iowa Erosion Control, Inc. in the
amount of$317,619.47.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2015 ASBURY ROAD
PAVEMENT REHABILITATION PROJECT
Whereas, sealed proposals have been submitted by contractors for the 2015
Asbury Road Pavement Rehabilitation Project (the Project) pursuant to Resolution No. 36-
15 and Notice to Bidders published in a newspaper published in the. City of Dubuque, Iowa
on the 13th day of February, 2015.
Whereas, said sealed proposals were opened and read on the 5th day of March,
2015 and it has been determined that Iowa Erosion Control, Inc. of Victor, Iowa, with a bid
in the amount of $317,619.47, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Iowa
Erosion Control, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 16th day of March, 2015.
