HUMAN RIGHTS COMMISSION
MEETING MINUTES OF
September 4, 2007
Commissioner Oswald called this special meeting of the Dubuque Human Rights Commission to
order at 6:04 p.m. on Tuesday, September 4, 2007, in Conference Room 2 at the City Hall Annex.

Commissioner Oswald distributed a packet of recent TH articles and position letters from the
Dubuque Community School District and the Dubuque City Council related to the recent racial
tensions in the community. There was discussion on what the Commission could do to preempt
any future race related incidents.
The Commission discussed how some strategies could be addressed through the Education
Subcommittee initiative. The Commission will define the Education goal and establish indicators for
success at their meeting on Monday, September 10cn
Kelly announced that the NAACP met and formed two subcommittees, one working with youth and
the schools, and one working with neighborhoods. She stated that they are meeting tonight at 8:00
p.m. at Clarke to formulate more specific ideas for each of those issues.
Adjournment
There being no further business to come before the Commission, Commissioner Allen moved to
adjourn the meeting. Commissioner Vanden Heuvel seconded. Motion passed by acclamation.
Meeting was adjourned at 7:25 p.m.
