Dear Chairpersons, Mayor and President:
Enclosed is a copy of a Stipulation of Settlement of a tax assessment appeal. Iowa
Code § 441.44 requires that the Stipulation of Settlement be served upon each of you.
The property that is the subject of this appeal is the Kathryn Dean property located at
1765 Bennett Street, Dubuque, Iowa, Assessor's Parcel 10-26-251-022.

The assessed value of the property as of January 1, 2007, was as follows:
Land $21,200
Building $75,500
Total $96,700
The taxpayer claims the assessed value should be $80,000. She filed an appeal with
the State of Iowa Property Assessment Appeal Board.
Based on a reconsideration of the relevant information, the Dubuque City Assessor
offered Ms. Dean a settlement assessed value of $90,300. She counter-offered for
$88,635 on September 13, 2007. Ms. Dean and the City Assessor reached a
settlement agreement of $89,500.
The settlement would result in a loss of tax revenue of $112 per year.
Pursuant to the Stipulation of Settlement, this appeal will be dismissed and the tax
assessment will be adjusted to $89,500 for January 1, 2007.
The proposed settlement will be presented to the Property Assessment Appeal Board
after fourteen days from the date indicated on the attached Notice of Voluntary
Settlement. If there are any objections to the proposed settlement, they should be
made known to the City Assessor prior to that time.
