SUBJECT: Municipal Ramp Hourly Rates
Earlier this year the City Council approved the purchase and installation of a new
revenue collection system and equipment for the parking ramps. This equipment is
state of the art Federal APD equipment that accepts cash, coin, vouchers and credit
cards. One of the big advantages of this equipment is the ability to calculate fee for
time used when a cashier is not present. The current fee when a cashier is on duty is
50¢ per hour, to a maximum of $6.00, compared to a flat fee of $2.00 when there is no
cashier on duty no matter how long the customer has been in the ramp.
Parking System Supervisor Tim Horsfield is requesting City Council approval of the rate
structure of 50¢ per hour at all times, to a maximum of $6.00, for the municipal ramps
and the Port of Dubuque Surface Parking Lot.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject: Municipal Ramp Hourly Rates
Introduction
This memo is intended to provide information and approval to make rate adjustments in
the ramps now possible with the installation of the new parking equipment.
Background
Earlier this year, the City Council approved the purchase and installation of a new
revenue collection system and equipment for the parking ramps. This equipment is
state of the art Federal APD equipment which accepts cash, coin, vouchers and credit
cards.
One of the big advantages of this equipment is the ability to calculate fee for time used
when a cashier is not present. The current fee when a cashier is on duty is $.50 per
hour to a maximum of $6.00. When a cashier is not on duty, which includes hours from
6:30 P.M. until 9:00 A.M. in the Locust Street Ramp and 6:30 P.M. until 8:15 A.M. in the
Iowa Street Ramp Monday through Friday and all day on Saturday and Sunday, there is
a flat fee of $2.00 no matter how long the customer has been in the ramp. In the 4tn
Street Ramp, there is no cashier on duty at all and the flat $2.00 rate is the fee no
matter the length of time.
Discussion
The equipment is now installed and operating in the Locust Street Ramp and the Port of
Dubuque Surface Lot and we are scheduled to begin installing in the 4tn Street Ramp
next Monday, October 15, 2007, with that ramp hopefully completed the following week.
We will then begin installation on the Iowa Street Ramp with completion of that ramp by
the first week in November. The Stn Street ramp will be last as that is a monthly only
ramp at this time.
As intended, I would like to set up the fee schedule on these facilities to be $.50 per
hour 24 hours per day 7 days per week as I understand the rates were intended with the
new equipment. I have attached a copy of the Code of Ordinances Section 32-304
(Fees And Charges) for your review. This ordinance indicates that the City Manager
with the approval of the City Council shall fix and establish fees and charges for the
ramps. This section is a subsection of the Municipal Garage section.

charges for parking of motor vehicles in the municipal parking garages. Such fees and charges
shall be published by posting thereof prominently within the municipal parking garages. (1976
