Minutes Library Board 6 15 07f I/I~,~ Carnegie-Stout Public Library Board of Trustees' Meeting Minutes of June 15, 2007 The Board of Trustees of the Carnegie-Stout Public Library (C-SPL) met in the Library Board Room at Noon on Friday, June 15, 2007. Present.• President Alan Avery; Secretary Kristen Smith; Trustee Diann Guns; Trustee Beverly Kolz(via conference phone); Trustee Michael Shubatt; and Library Director Susan Henricks. Guests: Resident Campaign Manager Maynard Phillips of Jerold Panas, Linzy and Partners 1. Board President Alan Avery called the meeting to order 12:04 p.m. and the agenda was adopted. "Moved to adopt the meeting agenda ofJune I5, 2007, " Motion: Guns Second.• Hauder Vote: Aye -6; Nay - 0 2. Library Renovation Project Funding Report: Discussion was held regarding the status of the funding available for the Library Renovation Project. Henricks met with Mike Van Milligen who said he would not recommend release of city funds until the Library raised $2.7 million. The Council was scheduled to begin the process to release the projects to bid on July 2, with a Council award date of August 20. The Library has talked with Dubuque Bank and Trust to underwrite the balance of what was left to fundraise, pledging Library-owned art works not acquired by a Trust fund. Doug Horstmann and Ron Sterr agreed with this and understood the City would not be involved in the agreement. An appointment was set with American Trust to request the same. The Board felt confident that a match of the City's FY 08 contribution would be met by August 20 and an underwriting of the project would assure the City that the project was secure. The City Manager did not support this option. The City Manager pointed out that there is not a compelling reason to meet an aggressive construction schedule, which was set to avoid the escalating cost of material increases and to be prepared for the Iowa Library Association Conference which will be held in Dubuque in October 2008. " Motion: Guns Second.• Smith Vote: Aye -4; Nay - 0 OPN Architects submitted a proposal to design the exterior landscape to incorporate green design earning additional LEED points. The design cost was estimated to be between $5,000 - $7,000. "Moved to postpone additional work by OPN Architects until funding becomes available.
