MINUTES It was moved by Duggan, seconded by Daykin, to approve the minutes of the
APPROVED; September 11, 2007, meeting. The motion passed unanimously.
VOTE
APPROVE Not much changed from last year for golf except a detention basin was added on
RECREATION #17 tee to aid flow of storm water, and pond repair on #16. The pond repair will
DIVISION C.I.P. most likely be a liner like the one used in the other pond by the clubhouse.
BUDGET; VOTE:
For swimming pools, UV disinfections systems were requested in Fiscal Year
2013. Recreation Division Manager Pat Prevenas explained that these may
become mandatory in the future for swimming pools. The ultraviolet light kills
crypto and other chlorine-resistant parasites on contact. We would still have the
chlorine system but the UV disinfection system will decrease the amount of
chlorine needed. There were no changes in the 2009 - 2012 projects.
It was moved ~ Daykin, seconded ~ Duggan, to approve the Recreation
Division C.I.P. budget as presented ~ staff. The motion ap ssed unanimously.
RECREATION Recreation Division Manager Pat Prevenas informed commissioners:
DIVISION
REPORT: ~ September golf rounds are up 15% from last year but August was down 14%;
overall season was up 3% from last year. - Adult athletic leagues have 35
teams registered for basketball, 28 for volleyball and 8 for dodgeball. - The
after school programs at Audubon, Lincoln, Prescott and Marshall are going well
but have low staff numbers. ~ After school sports program has been going for
about three weeks now.
APPROVE PARK Leisure Services Manager Gil Spence told commissioners that the division is
DIVISION C.I.P. requesting over $2,000,000 in projects for Fiscal Year 2013. No changes were
BUDGET; VOTE: made on the 2008 - 2012 projects but a few new ones were added: • $200,000
was added to Fiscal Year 2009 for renovation of the Town Clock because those
bids came in $190,000 over budget this fall; • part of the cost of a play unit for
Carver Elementary School; • develop 12th Street pet park; and • mulch for all
areas.
Mr. Spence highlighted some of the Fiscal Year 2013 projects: • $60,000 for
new park signs since we have added so many more parks; • $29,500 for press
boxes on fields I and II at Veterans' Memorial Park; • $12,000 to construct a

basketball court at Veterans' Memorial Park, although this may be incorporated
into tennis court renovation project; • $118,000 for rest rooms at Four Mounds,
requested by the foundation; • $50,000 for ecological restoration -- hire a firm
that works with wetlands et cetera, so they could train and education staff; •
$150,000 for Serenity Park development (off Derby Grange Road); • funds for
development of pet parks at Terminal Street and Bluff Street; • $100,000 for
asphalt paving on secondary roads and campsites at Miller-Riverview Park; •
$30,000 to hire a firm to clear trees from Bluff at Eagle Point Park; • $30,000 to
install electronic locking devices on the rest rooms at A.Y. McDonald, Comiskey,
Allison-Henderson and Marshall parks and McAleece soccer fields; • $100,000
for welcome signs at the north and east entrances to the city, like the one on
Highway 20 West; • $150,000 to extend the band shell stage at Eagle Point, as
requested by the Dubuque Wind Symphony (give free concerts in the summer);
and • $200,000 for McNamer Park development, off Manson Road.
It was moved ~ Harjehausen, seconded ~ Duggan, to approve the Park
Division C.I.P. budget as eresented ~ staff. The motion ap ssed unanimously.
PARK DIVISION Park Division Manager Bob Fritsch informed commissioners:
REPORT: .The Iowa League of Cities conference is over and it went very well. The Port
of Dubuque was an important area to get ready for the conference, and we now
know how things are to look and be maintained; the level of maintenance has
been raised and expanded. • We have learned that if you put mulch down thick
it keeps weeds down, which cuts down on maintenance. We will be using mulch
a lot more trying to reduce turf areas and make parks more mower friendly.
• Comiskey Park received atune-up. • Southern Park playground is completed.
• Still have a little landscaping to complete by the toll booth at Eagle Point.
• New landscaping was done on the front side of the Riverfront Pavilion and we
are looking at areas at Eagle Point that have been eroding over the years.
• We removed the turf from the Iowa and Locust Street islands and replaced
with plants and mulch which takes less maintenance and labor hours.
OTHER: Golf Course: Commissioner Duggan complimented Mike Denman and crew on
how great the golf course looks, and it has been great all season.
