MEMORANDUM

SUBJECT: Selection of Engineering Consultant for Dubuque Industrial Center West -
North Siegert Farm
IIW Engineers and WHKS responded to a Request for Proposal for a consultant to
provide design and engineering services for the Dubuque Industrial Center West -
North Siegert Farm.
Economic Development Director Dave Heiar and the RFP Review Committee
recommend City Council approval of the selection of IIW Engineers and Surveyors for
the preliminary and final design of the Dubuque Industrial Center West -North Siegert
Farm for a cost not to exceed $203,010.
There was less than a $900 difference between the two proposals and IIW Engineers is
recommended for the following reasons:
• IIW has extensive experience in the design of industrial parks in Eastern Iowa
and in the City of Dubuque.
• The staff proposed to work on this project has been involved in the design of the
Dubuque Industrial Center and their office is within minutes of the project site and
the Dubuque Industrial Center West. The top four personnel who would be
assigned to this project have combined experience of over 90 years.
• The company has a clear understanding of the project to meet our schedule for
the project. The historic knowledge of all previous Dubuque Industrial Center
West additions will provide continuity and help avoid surprises in planning and
construction. They have knowledge of existing and proposed utilities and trails.
• The company has almost 60 professionals and technicians in the Dubuque office
and estimates that 93% of the project work will be accomplished by their resident
staff.
• On many occasions, City and Greater Dubuque Development Corporation staff
are able to obtain assistance from IIW to provide information on short notice for
industrial projects.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUND
The design and engineering of the Dubuque Industrial Center West -North Siegert
Farm is included in the FY08 budget ($278,057). On July 16, 2007, the City Council
approved a Request for Proposals for the design and engineering work for the project.
Although several firms visited the site and met with City staff, only two consultants
responded to the RFP. Proposals were submitted by:
IIW Engineers -Dubuque
WHKS -East Dubuque
DISCUSSION
The RFP review committee met on September 10, 2007 to review the proposals. The
committee is made up of the following members:

Kyle Kritz, Planning Services
Jenny Larson, Budget Director
Gil Spence, Leisure Services
Ron Turner, Engineering

During this review, it was agreed to modify the scope of the project to delete the
proposed water main looping along Pennsylvania Avenue and to only have a
conceptual design on the north one-third of the proposed project. Based on these
changes, both firms were given an opportunity to modify their proposals.

On October 3, 2007, the committee again met to review the additional submittals from
both firms.
RECOMMENDATIONS
The RFP required that interested firms submit proposals with "not to exceed" costs to be
billed on an hourly basis. There was less than a $900 difference between the "not to
exceed" proposals (see attached comparison).
Since the projected cost was basically the same, the committee evaluated and was able
to focus on the other criteria noted in the RFP to make a recommendation.
The RFP Committee is recommending the City contract with IIW Engineers and
Surveyors for the design and engineering of the Dubuque Industrial Center West -
North Siegert Farm. The Committee is making the recommendation for the following
reasons:

ACTION REQUESTED
I recommend approval of the selection of IIW Engineers and Surveyors for the
preliminary and final design of the Dubuque Industrial Center West -North Siegert
Farm.
