Van Milligen, City Manager SUBJECT: University of Dubuque Request for Parking Changes A request was received from the University of Dubuque to amend Residential Parking Permit District A. On September 17, 2007, the City Council passed an ordinance that changed the boundaries of Residential Parking Permit District A near the University of Dubuque. Subsequently it was discovered that the original request omitted a portion of Grace Street that the University of Dubuque thought they had included. City Engineer Gus Psihoyos recommends that a public hearing be set for November 19, 2007, for the City Council to consider an amendment of Residential Parking Permit District A to change the parking on the south side of Grace Street from McCormick Street to a point 270 feet to the east to be posted "No Student Parking". Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer _ , SUBJECT: University of Dubuque Request for Parking Changes INTRODUCTION University of Dubuque Safety and Security Director David Olivares has submitted a letter to the Engineering Department requesting a change to the parking conditions on a portion of Grace Street. BACKGROUND On September 17, 2007, the City Council passed an ordinance that changed the boundaries of Residential Parking Permit District A near the University of Dubuque. The designation of Residential Parking Permit District (RPPD) A was removed from the north side of Bennett Street from Algona Street to McCormick Street and from the east side of McCormick Street from Bennett Street to Grace Street. These blocks were replaced with a combination of "No University of Dubuque Parking" and/or "No Student Parking" signs. DISCUSSION In a subsequent conversation with Mr. Olivares, it was discovered that the original request omitted a portion of Grace Street that they thought they had included. They had intended to also request that the RPPD signage be removed on the south side of Grace Street from McCormick Street to a point 270 feet to the east and replaced with "No Student Parking" signs. According to Mr. Olivares, this would free up parking spaces for faculty, staff, and visitors. He also states that this would not affect any residences since the area would be adjacent to the new parking lot and thus no houses are located next to these curbside parking spaces. The closest residence is 2224 Grace Street which is located 80 feet from the requested "No Student Parking" spaces. Mr. Olivares does not indicate in his letter whether the owner, Mrs. Helen Hoppmann, has been contacted. However, based on discussions with Mr. Olivares, Mrs. Hoppmann has expressed concerns that vehicles will start "creeping" into the area in front of her residence. Mr. Olivares indicated that he has assured her that any unauthorized vehicles will be ticketed. Given the assurances of the University of Dubuque regarding enforcement, it is recommended the changes be approved. RECOMMENDATION I recommend that the City Council set a public hearing to amend Residential Parking Permit District A by excluding from it that section of Grace Street from McCormick Street to a point 270 feet east of McCormick Street. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution setting a public hearing on November 19, 2007, for the proposed amendment of Residential Parking Permit District A. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council finds and determines that the request from the University of Dubuque is valid for the exclusion of Grace Street, from McCormick Street to a point two hundred seventy (270) feet east of McCormick Street, from Residential Parking Permit District A. Section 2. That the City Clerk be authorized and directed to publish a notice of public hearing on amending Residential Parking Permit District A, to be held on November 19, 2007. I would like to change two signs on Grace Street as follows: • Remove the "Residential Parking" designation on Bennett Street from the corner of McCormick Street to the second "Residential Parking District" sign (approximately eight parking spaces). • Allow UD to alter the $arking designation on Grace Street from McCormick Street to the current 2" "Residential Parking" sign with "No Student Parking" signs. This would free up parking spaces for faculty, staff, and visitors. The area that we are requesting signage change for will not affect any residence since no houses are located in this area. The closest residence is 2224 Grace Street which is located approximately 90 feet away from the last parking space. If you have any questions concenung this information please contact me.
