A Request for Proposals was published in August to solicit interest in consulting
services for various activities promoting sustainable community projects, particularly in
the Washington Neighborhood as part of the revitalization initiative now underway. This
is part of the City's Green Initiative.
Housing and Community Development Department Director David Harris is
recommending the selection of Down to Earth consulting, a firm owned by Mark
Henning, in the amount of $16,000.

Introduction
The purpose of this memorandum is to convey the recommendation of a review
committee for a consultant to perform consulting services related to "green"
initiatives.
Discussion
A request-for-proposals was published in August, to solicit interest in consulting
services for various activities promoting sustainable community projects,
particularly in the Washington Neighborhood as part of the revitalization initiative
now under way.
A review committee, consisting of six City staff, interviewed the two firms
responding to the RFP. The firms were the local Down to Earth Consulting and
the Center on Sustainable Communities (COSC) from Des Moines. Committee
members included Public Health Director Mary Rose Corrigan; Bob Fritsch, from
Leisure Services; Project Engineer Steve Brown; Solid Waste Coordinator Paul
Schultz; David Johnson, from the Planning Department; and Housing Director
David Harris.
The unanimous recommendation is for Down to Earth Consulting, a firm owned
by Mark Henning. Mark currently has good working relationships in the
Washington Neighborhood and is well recommended by persons involved in local
environmental issues. His local connections provided the rationale for his
recommendation. COSC is also well qualified for the scope of work; their lack of
connections with local initiatives was the qualifying factor in selection of the other
firm.

"GREEN" CONSULTING SERVICES PROPOSAL SUMMARY -
CITY HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUMMARY OUTLINE
The principal objective of the project is to expand City-based programs promoting
residential energy management partnerships for resource conservation and
sustainable development in Dubuque.
The two major goals outlined for the project, to be coordinated by the Housing
and Community Development Department for the benefit of low- and moderate-
income homeowners and tenants.
The premise is that implementing improvements in the energy efficiency and
energy conservation in Dubuque homes and apartments will significantly reduce
our community's dependence on foreign energy, increase housing affordability,
enhance environmental protection, reduce greenhouse gas emissions, simulate
the economy, and contribute to energy security. This would be achieved as
follows:
1) Assist in developing and meeting the objectives as identified for sustainable
community development with the focus on energy management, monitoring and
education, including identifying and implementing energy use reduction
strategies. These services will include developing explanatory materials and
applications for use by the Housing Department in contacting neighborhood
homeowners, tenants, and landlords.
2) Enabling homeowners and rental property owners to achieve energy efficient
management of downtown housing. The activities will target the downtown
neighborhoods, particularly in relation to the Washington Revitalize! Initiative;
which includes increasing homeownership, encouraging a mix of household
incomes, and reducing concentrated poverty and the high percentage of rental
units. The project will assist in using targeted City resources and encourage
private investment to improve the livability of the area.
Primary Activities include:
• Improve energy efficiency and conservation practices in targeted
neighborhood households through;
/ In-home surveys

The initial goal would be to identify and recruit 10% household
participation representative of household diversity. i.e. of 400 households,
have 40 homes actively participate.
• Coordinate conducting energy-related analysis and energy monitoring in
targeted properties.
/ Develop, distribute, and assist voluntary or selected residents
complete an in-home survey.
/ Collaborate with voluntary or selected residents and primary utility
heat provider to coordinate "walk thru" home energy audits.
/ Conduct home performance testing and diagnoses for voluntary or
select households
/ Assess the home performance results, monitor energy usage for a
specified term, including improvement measures implemented
and/or behaviors modified.
The project will provide participating households detailed energy
assessment reports and cost effective energy recommendations that will
improve energy efficiency, increase comfort, safety, and durability, and
enhance environmental protection.
Through computer modeling analysis, recommendations will be offered,
assistance on implementing Improvement implementation, and post
follow-up testing for verification.
These activities will facilitate affordable housing objectives and support
increasing owner-occupied household.

Scope of Services include: Developing amulti-faceted "energy management
program" to:
1. Assist City Housing develop an energy outreach Program; including
formation of a resource directory, organize and conduct educational
workshops/seminars, informational presentations and website.
2. Establish and/or expand upon residential energy networking
relationships with collaborative partners at the local, state, and
regional levels.
3. Research and assist City Housing to identify, apply for, and attain
feasible public and private funding opportunities.
4. Assist in the development and design of a "program plan model"
which will:
a. Incorporate incentives for projects financed with City assistance
to quantify results through use of performance measures.
b. Set up concise and practical objectives for use in application of
energy performance measures.
c. Provide residents and organizations with training and/or
information on energy efficiency for building or rehabilitating
affordable housing.
d. Assist in the development of guidelines and policy language for
demonstration of energy management, to meet the "Green
City" designation requirements.
5. Develop and organize materials to educate and promote energy
awareness for targeted populations that present clear, objective,
and accurate information to consumers, businesses, and
organizations about sound approaches to energy efficiency and
environmental protection.
6. Assist City Housing efforts to improve energy performance in
targeted housing and non-profit facilities thought conducting case
studies and categorize the information to promote the project
achievements.
7. Formulate and implement a variety of outreach activities that
advocate strong economic and financial market cases for effective
energy management.

PROPOSAL
SUBMITTED BY CENTER ON SUSTAINABLE COMMUNITIES (COSC)
Center on Sustainable Communities will provide consulting services for the City of Dubuque, Housing
and Community Development Department for the Washington Neighborhood: Revitalize initiative.
Expertise brought to this program by Center on Sustainable Communities (COSC) include:
1. Experience hosting educational forums with diverse groups of building professionals and
homeowners.
2. Experience working with local stakeholders in creating collaborative, on-going strategies for
community betterment.
3. Experience integrating industry sector specialists into community sustainability projects.
4. Experience facilitating connection of residents to local resources and experts.
5. Experience in building relationships with vital groups in the sustainable building marketplace.
6. Experience researching and localizing national models of success.
7. Experience in seeking and receiving funding in a mix of grants, sponsorships and donations.
8. Experience in building engagement from stakeholders of all levels within the community.
Targeted Goals:
1. With local stakeholders, identify cost-effective energy efficiency, resource conservation, and
healthy home improvements for homeowners, landlords, and renters.
2. Organize neighborhood education sessions on cost-effective steps for energy efficiency,
resource conservation, and healthy home improvement for homeowners, landlords, renters, city
personnel, builders, remodelers, HVAC contractors, energy raters, realtors, appraisers, lenders,
and other neighborhood stakeholders.
3. With local stakeholders, develop homeowner, landlord and renter manuals that focus on how to
maintain an energy efficient, resource efficient, healthy residence.
4. With local stakeholders, secure funding through local/state/federal grants and sponsorships
from local businesses that would benefit from increased economic stability within the
Washington neighborhood.
5. With local stakeholders, determine viable paths to first time homeownership to increase
community engagement within the neighborhood.
Measurement Techniques and Outcomes:
1. COSC will partner with Cenergy - a performance consulting company - to test and continually
measure the identified demonstration properties.
2. Cenergy will use a computerized system to test and measure static pressure, duct leakage, filter
types, fan speed settings, air balancing, and combustion efficiency.
3. Cenergy will also measure indoor air quality with tools to track radon, carbon monoxide, and air
exchange levels.
4. COSC will work with the city/neighborhood/stakeholder group to obtain additional funding
for Cenergy's services.

Cenergy's estimated costs will be $7,500 to fully test and monitor a total of 20 demonstration
properties between February and May.
Resource conservation steps will be measured by:
a. Tracking monthly electricity usage rates.
b. Tracking weekly garbage and recycling outputs.
c. Tracking monthly water usage rates.
The indoor air quality will be measured using tools to track radon, carbon monoxide, and air
exchange levels.
COSC will collect the measurable results throughout the project and give a project assessment
in March and June.
Attached is a portion of Cenergy's presentation that COSC took to four locations in the state -
Council Bluffs, Davenport, Ankeny, and Cedar Rapids in August of 2007. It explains in more detail
the depth of their knowledge and expertise. The key message in their presentation was that
according to their findings and data gathered by the Comfort Institute, most HVAC systems are
running at less than 57% efficiency when the entire system (including duct work) is tested. By
improving the efficiency of the existing system through duct sealing (if necessary), air balancing,
proper filters, static pressure adjustments, and weatherization sealing, the overall efficiency of the
property can decrease energy costs, on average, by $1,046 per year or $87 per month. If these
improvements can be implemented for $500 or less, the Return On Investment would occur in six
months.
Sustainability Strategy:
The general benefits of "greening" a home are lower energy bills, lower maintenance, improved
resource conservation techniques, and healthier indoor air quality. All of these aspects contribute to
supporting strong and stable families and communities that provide solid beginnings for children and
youth. By working closely with the city/neighborhood/stakeholder group, COSC will provide
structure, education, accountability, expertise (in-house and outside), and resource-building and
community-building strategies so that the program will continue on its own, long after our involvement
is complete. We have a background in bringing dissimilar groups together by focusing on common
goals. The proposal of hosting an Earth Day event in the neighborhood is a mechanism for engaging
residents and showcasing improvements achieved in order to foster community pride for the
Washington Neighborhood.

REQUEST FOR PROPOSALS
"GREEN" CONSULTING SERVICES FOR THE HOUSING AND COMMUNITY
DEVELOPMENT DEPARTMENT
INTRODUCTION
The City of Dubuque is soliciting proposals from qualified individuals to provide
professional consulting services related to advancing Dubuque as a `sustainable'
community and designation as a "Green City."
The purpose of the project is to expand City-based programs focusing on residential
and community energy management partnerships for resource conservation and
sustainable development in the City of Dubuque.
Dubuque is known for its historic architecture and neighborhoods, with a corresponding
high percentage of aging housing stock. The preservation and rehabilitation of existing
homes is a green environmentally beneficial practice, as it minimizes natural resources
energy use in extracting, manufacturing and shipping materials. It can reduce both on-
site and neighborhood disturbances and conserve the embodied energy in existing
buildings and other infrastructure. There are many opportunities for improving the
efficiency of existing homes, especially with respect to thermal performance. Educating
residents, fostering sustainable behavior changes and reducing wasteful electrical
consumption, as well as air sealing and insulating homes, are economical and cost-
effective ways to reduce a household's and community's carbon footprints.
This project has the potential to serve as a state-wide and regional model for
addressing the availability of affordable housing, rising energy costs, and global climate
change concerns. The project could assist and facilitate collaboration with community
development activities undertaken by the City, by monitoring energy and financial data
to improve environmental performance, and promoting understanding, stewardship and
responsibility regarding energy, global climate change and sustainable development
issues. The only true affordable housing is energy-efficient housing, with the lower
monthly energy bills that lessen the burden on limited monthly resources while reducing
emissions.
PROJECT SUMMARY
The project has two main goals to be achieved through one or more consultant
contracts initially coordinated by the Housing Department, for the benefit of low- and
moderate-income homeowners and tenants as follows:
1) Assist in the development and accomplishment of sustainable community objectives,
with the focus on energy management, monitoring and education, and identification and
implementation of energy use reduction strategies. These services will include
development of explanatory materials and applications for use by the Housing
Department in contacting neighborhood homeowners, renters and landlords.
2) Enable homeowners and rental property owners to achieve energy efficient
management of downtown housing. Activities will be targeted in the downtown
neighborhoods, with particular focus on the Washington Neighborhood Revitalize!
initiative, which includes increasing homeownership, encouraging a mix of household
incomes, and reducing concentrated poverty and the high percentage of rental units.
This project will also assist in the use of targeted City resources to encourage private

1. Improving energy efficiency and conservation practices in the targeted
neighborhoods through use of household energy survey assessments and

Scope of Services
A principal product of this work will be a multi faceted `energy management program.'
This work would include the following:
1. Assist the Housing Department in development of an energy outreach
program; to include creation of a resource directory and/or website, and
developing and conducting educational workshops/seminars and
informational presentations.

requirements.
5. Develop materials for education and promotion of energy awareness for
targeted populations. Provide clear, objective, and accurate information
to consumers, businesses, and organizations about best management
practices for both energy efficiency and environmental protection.

6. Assist Department efforts to improve energy performance in targeted
housing and non-profit facilities, by conducting assessments, assisting
with energy-efficiency campaigns and reporting results of project
accomplishments.
7. Formulate and implement a variety of outreach activities to promote a
strong economic and financial market case for effective energy
management.
The selected consultant will provide targeted households with detailed home energy
assessments and offer key cost-effective recommendations to improve energy
efficiency, comfort and safety for rehabilitated affordable housing.
The selected consultant(s) will meet on a scheduled basis with the Housing Department
Director and staff and as-needed with other City staff.
QUALIFICATIONS
The selected consultant must have the requisite training and experience with
community-based energy and "green" sustainable development initiatives and have
performed similar work on other projects. This would include the development of
workshops, presentations, and materials providing credible, objective energy efficiency
information to use in achieving project goals and outreach efforts.
The selected consultant should be skilled in project development, coordination,
management, and implementation. This includes the ability to articulate and
communicate persuasively and work independently, collaborate with community groups
and build partnerships.
The consultant will have training, knowledge, resources, and tools regarding energy
efficiency assessments and ratings, facility performance measures and `whole building'
science. The consult should be knowledgeable regarding potential funding sources;
including utility provider requirements for rebates and incentives, Federal Energy Policy
energy efficiency tax credits and deductions (EPACT), and the Department of Housing
and Urban Development's (HUD) Energy Action Plan.
INFORMATION TO BE INCLUDED IN PROPOSAL
To simplify the review process and to obtain the maximum degree of comparability, the
proposal shall include the following information and shall be organized in the manner
specified below.
Letter of Transmittal
Provide a letter of transmittal briefly outlining the consultant's understanding of the work
and the name, address, telephone number and email of the consultant.
Qualifications
Provide general information about the consultant and areas of expertise. Include unique

Fees and Compensation
This program of consultant services has been funded at $16,000 for Fiscal Year 2008.
This is based on an hourly rate of $40, which would provide 400 hours of consulting for
the projects as described.
SUBMISSION REQUIREMENTS
The proposal must be received by the Housing Department, 1805 Central Avenue,
Dubuque, Iowa 52001 no later than 31 August 2007.
Each prospective consultant assumes full responsibility for delivery of the completed
submission package on or before the deadline. The City of Dubuque is not responsible
for any loss or delay with respect to delivery of the submissions. The City of Dubuque
reserves the right to reject any and all proposals and negotiate changes with any
prospective consultant. The City of Dubuque is not liable for the cost incurred by any
prospective consultant prior to the execution of an agreement or contract. Nor shall the
City of Dubuque be liable for any costs incurred by the prospective consultant not
