WHEREAS, in 1962, President Kennedy proclaimed May 15`h as National Peace
Officers Memorial Day and the calendar week in which May 15`h falls as
National Police Week; and
WHEREAS, on average, one law enforcement officer is killed in the line of duty
somewhere in the United States every 58 hours and since the first known
line-of-duty death in 1791, more than 20,000 U.S. law enforcement
officers have made the ultimate sacrifice; and
WHEREAS, it is fitting and proper to accord official recognition to law enforcement
officers, especially those who have made the ultimate sacrifice in the line
of duty, to include those who perished on duty in Dubuque: Dubuque
Police Department Officers Daniel Norton and Albert Misner; and
Milwaukee Road Railroad Police Officers Henry Talcott and Jake Frith;
and
WHEREAS, the Dubuque Police Department and City of Dubuque recognize the
sacrifices made by peace officers and their loved ones, especially those
lost in the line of duty across the United States.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA,
ON BEHALF OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE,
DO HEREBY PROCLAIM THE WEEK OF MAY 10T" THROUGH MAY 16T", 2015, AS
"PEACE OFFICERS' MEMORIAL WEEK"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have
hereunto set my hand and caused the

affixed this 4th day of May, 2015.
