Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer ^J DATE: April 27, 2015 SUBJECT: Catfish Creek 24" and 30" Sanitary Sewer Inspection CIP 7101294 INTRODUCTION This purpose of this memorandum is to officially record in the minutes of the City Council the completion and acceptance of the inspection services provided by Redzone Robotics, Inc. for the Catfish Creek 24" and 30" sanitary sewer inspection project. BACKGROUND On November 7, 2014, the City entered into a service agreement with Redzone Robotics, Inc of Pittsburgh, PA to inspect and analyze the Catfish Creek Interceptor for broken or missing sections of pipe; possible debris accumulations restricting flow; or other signs the interceptor sewer was not able to handle higher flows. The project was the result of the a significant rain event on June 30th, 2014 which directly impacted the Catfish Creek Lift Station when high flows were sustained at the lift station for several weeks following the rain event. The interceptor sewer was clearly in flood conditions and multiple sanitary sewer overflows were observed. Due to the off- road location of the sewer, it was not feasible to mobilize the City's traditional televising equipment to conduct an internal inspection and assess pipe conditions; therefore an alternative method was selected. Redzone Robotics has the capabilities extend to performing inspections with SONAR and LASER technology using off-road all-terrain vehicles, in addition to traditional CCTV methods. DISCUSSION The project was designed, inspected, and managed by City engineering staff, City staff worked closely with the vendor and the project was completed on time and under budget. The City received all inspection reports per the contract and concluded the project with a presentation to fully discuss all results and reports on April 14, 2015. The inspection identified several sections of interceptor in need of cleaning due to debris build up and several sections of sewer in need of replacement. Upcoming budget cycles will reflect the recommendations resulting from the inspection. Redzone Robotics inspected 7,394 lineal feet and completed 24 manhole inspections along the Catfish Creek interceptor. BUDGETIMPACT The project was funded from the I & I reduction Program CIP 7101294. The Catfish Creek 24" and 30" Sanitary Sewer Inspection Redzone Robotics contract was in the amount of$48,315.00. The final inspection amount based on work completed totals $47,866.50. REQUESTED ACTION I respectfully request acceptance of the Catfish Creek 24" and 30" Sanitary Sewer Inspection project and final payment $47,866.50 payable to RedZone Robotics Inc. of Pittsburgh, PA by the City Council. cc: Jenny Larson, Budget Director Deron Muehring, Civil Engineer II Charlie Gau, Engineering Technician 2 RESOLUTION NO. 142-15 ACCEPTING THE WATER & RESOURCE RECOVERY CENTER CATFISH CREEK 24" AND 30" SANITARY SEWER INSPECTION AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Catfish Creek 24" and 30" Sanitary Sewer Inspection (the Project) has been completed has been completed by the Contractor, Redzone Robotics, Inc. (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $47,866.50; WHEREAS, the Contractor has previously been paid $45,492.18, leaving a balance of $2,394.33; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $2,394.33 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
