Introduction
This memorandum forward an update to City Council on the Historic Preservation
Commission (HPC) Work Plan.
Background
In 2014 the HPC voted in favor of transitioning the Commission from a role focused on
design review to a role focused on education and outreach. The role is more reflective
of all the duties and responsibilities granted to the HPC and outlined in the Historic
Preservation Ordinance. The transition also provided a greater opportunity for design
review at the Staff level which in turn better serves our residents.
Discussion
To organize the Commission's new direction, the HPC developed a work plan which
outlines goals and strategies for high priority issues and opportunities to strengthen the
community's preservation program. The work plan is enclosed. Each goal identifies a
Commissioner to serve as the Champion for the effort. The HPC identified five goals
and Planning Services Staff have been assisting in implementing them. The following is
a description of the goals and progress to date:
1. Survey & Registration Projects: Champion — Christina Monk
Description - Undertake intensive survey & evaluation projects and register National
Register of Historic Places (NRNP) eligible districts. Survey, evaluation and
registration projects provide critical information necessary for facilitating Historic Tax
Credit Projects and raise awareness of cultural resources. Focus is on projects
which benefit a neighborhood or district where the historic fabric is intact, rather than
individual properties.
Progress - The HPC has exceeded expectations on this goal, as potential districts
identified from past surveys informed the registration program. Currently five NRHP
nominations are in progress as well as the Phase VI Intensive Survey and
Evaluation. The nominations include the Seminary Hill Residential Historic District,
Old Main Street Historic District Boundary Increase and Update, Washington
Residential Historic District, Fenelon Place Residential Historic District, and Upper
Iowa Street Historic District. The nominations are scheduled to be reviewed by the
State National Register Nomination Review Committee June 25th. It is anticipated
the National Park Service will officially list the districts within 45 days following the
meeting. The Phase VI Intensive Survey and Evaluation is 75% complete, and
encompasses 700 properties in the North Couler Valley.
2. Public Spaces in Historic Neighborhoods: Champion — Julie Schlarman
Description - Research and develop strategies to preserve and rehabilitate public
spaces in historic districts, conservation districts, conservation planning areas and
landmark sites. The primary goal is to preserve the character and sense of place.
Public spaces include parks, streetscape, street trees, plazas, public art and open
green spaces, and the amenities, features and design details within them.
Progress - Former Commissioner Julie Schlarman worked exclusively on this goal.
She has since resigned from the HPC to develop the Eagle Point Park NRHP
nomination and her career pursuits; however, she continues to research and
develop strategies to preserve and enhance public spaces as time allows. She has
indicated she will continue to work on this goal independently.
3. Ordinance Adoption & Enforcement: Champion: Julie Schlarman
Description - Research and recommend new parking guidelines for historic and
residential areas and more effective approaches to address demolition by neglect in
order to preserve the sense of place in neighborhoods.
Progress - Former Commissioner Julie Schlarman met with Planning Services,
Legal, Engineering, Parking Staff and Neighborhood Specialist Jerelyn O'Connor
August 7, 2014 to better understand issues and opportunities related to property
maintenance and parking in historic neighborhoods. Having gained a better
understanding of the enforcement process as well as opportunities for metered
districts and residential restricted parking areas, Ms. Schlarman was satisfied with
current strategies. After learning metered districts and residential restricted parking
areas are initiated by the public through a neighborhood petition, and the City of
Dubuque only reviews petitions and does not initiate such efforts, Ms. Schlarman felt
this goal is complete.
4. Comparative Analysis of Historic Districts: Champion: John Whalen
Description - A comparative analysis of local historic districts to gauge positive and
negative change, identify what has effected positive changes (where and why) and
identify issues and opportunities to promote positive property investment and
maintenance.
Progress — Planning Services Staff met with Commissioner Whalen on May 14,
2014 to define and develop action steps for the goal. Planning Services Staff has
researched and developed an outline for the study, but due to the extensive scope of
the project and limited time, little else has been accomplished. The HPC has since
recognized the goals tasks would be best addressed by a consultant in an Economic
Impact Study in conjunction with another Work Plan goal.
5. Education Plan: Champion — David Klavitter
Description - Develop and implement an ongoing education plan which benefits the
public, staff and Commission. The plan will serve to inform the preservation program
and serve as a marketing piece.
Planning Services Staff has worked with Commissioner Klavitter to develop tasks
and action steps for the goal. Planning Services Staff has researched available data,
but found none. The HPC feels an Economic Impact Study is the most effective
approach to quantify, qualify and market the preservation program.
The HPC recognizes the positive impacts the Arts and Economic Prosperity report
had in quantifying and qualifying the economic value of arts in our community. The
HPC would like to duplicate this effort and expand the scope. The focus of the report
would study preservation's contributions to our local economic prosperity. The HPC
also would like the report to address preservation's contributions to our
environmental integrity and social and cultural vibrancy. The HPC is researching
similar Economic Impact Studies in other communities.

No action is required. This progress report is being provided for information only. The
HPC wishes to thank the City Council for their continued support.
