The request for proposals is enclosed. BACKGROUND A Phase IA archaeological investigation was conducted in 2013 by the University of Iowa's Office of the State Archaeologist at Eagle Point Park. A large amount of archival material relating to the sites was reviewed and documented. The report noted a potential to yield prehistoric and historic archeological resources in the park and recommended further study. The project activities include a Mound Remnant Survey and Phase I Intensive Survey and Evaluation of Eagle Point Park. The project will create an inventory of cultural resources within the areas of the park. This will inform a National Register nomination for Eagle Point Park and the Leisure Services Department as they plan park improvements. DISCUSSION The city successfully applied for a state grant to conduct the Phase I Intensive Archeological Survey and Evaluation of Eagle Point Park. The grant-in-aid agreement was authorized January 20, 2015 under Resolution #11-15. In accordance with the state grant, the city must solicit proposals from qualified historic consultants to complete the archeological survey. REQUESTED ACTION The requested action is for City Council to authorize soliciting proposals to conduct the Eagle Point Park Intensive Survey and Evaluation. The city is soliciting proposals from qualified consultants to provide professional services to conduct the investigation. The consultants work on this project is anticipated to begin June 2015 and conclude September 2015. BACKGROUND Eagle Point Park is 164 acres that overlook the Mississippi River and Lock and Dam#11, providing a spectacular tri-state view. In 1908, 100 acres were deed to the City to create the park on Shiras Avenue. Streetcar traffic began to serve the park in 1912. Additional land, buildings, and features were added and the park developed over time. The park took on a new look in the 1930s when the City received a$200,000 Works Progress Administration (WPA) grant and hired landscape architect Alfred Caldwell as Park Superintendent. Caldwell's exceptional use of native construction materials, craftsmanship and unique designs in the prairie style buildings and gardens make Eagle Point Park one of the most outstanding parks in the Midwest. A Phase IA archaeological investigation was conducted in 2013 by the University of Iowa's Office of the State Archaeologist at Eagle Point Park, Site 13DB1 and adjacent site13DB363, Sections 7 and 18, T89N-R3E,Dubuque County, Iowa. A large amount of archival material relating to the sites was reviewed and documented noting a potential to yield prehistoric and historic archeological resources. The OSA report determined the need for a Remnant Mound Survey and a Phase I Archeological Survey to locate any prehistoric or historic cultural resources in the park landscape. The complete report will be made available to qualified archeologists upon request at the discretion of the City of Dubuque. The report records the results of a Phase IA archaeological reconnaissance of Eagle Point Park, Site 13DB1, and adjacent Site 13DB363. PROJECT SUMMARY The project activities include a Mound Remnant Survey and Phase I Intensive Survey and Evaluation of Eagle Point Park. The project create an inventory of all cultural properties within the area of concern, both previously documented and undocumented, and to provide recommendations regarding the potential eligibility of cultural resources for listing in the Service People n�Integrity _.Responsibility Innovation Teamwork Page 2 National Register. These activities will inform a National Register nomination for Eagle Point Park. The Mound Remnant Survey includes the following activities: 1. Evaluation of the Richard Herrmann archaeological collections from 13DB1, currently owned by the Dubuque County Historical Society and stored at the Ham House and the National Mississippi River Museum and Aquarium in Dubuque. This will include going through all boxes and storage areas that could contain Herrmann collections, identifying artifacts that could relate to 13DB 1, and making an inventory of these artifacts. 2. Ground-penetrating radar(GPR) survey of Areas A(ca. 40-x-60 m),B (ca. 50-x-60 m), E and F (ca. 80-x-30 m) identified in the Phase IA survey as having the highest potential for intact mound remnants. These areas will be surveyed at 50-cm interval transects by a 400 MHz antenna, and all data collected will be analyzed by RADAN. 3. Soil coring of any anomalies found during GPR survey that may correspond to archaeological features, and additional coring of the site area as a whole. Soils will be probed with a 3/4 inch Oakfield core and all soils described. The Phase I Archaeological Survey will include the following: 1. Auger or shovel testing the bluff top at 10-15 in intervals, and other ridges in the park at 15-m intervals, avoiding any sensitive areas identified by the GPR and soil coring. All soils will be screened through 1/4 inch mesh, and all soils described. Approximately 120 shallow auger tests or shovel tests will be required. 2. The Phase I survey will create an inventory of all cultural properties within the area of concern, and provide recommendations regarding the potential eligibility of cultural properties for listing on the National Register of Historic Places. The final report will include recommendations as to whether further archaeological work is needed, and, if so, describe this suggested work. WORK PRODUCTS The selected consultant will provide the following: 1. Research design outlining the project activities and methodology. 2. Three (3) copies of the draft survey report with sample draft Office of the State Archeologist Site Records Forms. 3. A minimum of six (6) bound copies of the final survey report with final Office of the State Archeologist Site Record Forms, for each new site located. Updated site record forms will be provided for previously reported archeological sites. 4. One unbound,print-ready master copy of the final survey report with the above site forms single sided. 5. The consultant will submit the archeological record forms online to the Iowa Office of the State Archeologist through I-Sites. 6. Three (3) CD's with a PDF file of the final survey report and site forms. 7. A completed, typed National Archeological Database (NADB) encoding sheet, summarizing the site information. Service People Integrity Responsibility Innovation Teamwork Page 3 COORDINATION The Intensive Survey and Evaluation is part of a multi-faceted project. A National Register of Historic Places Nomination for Eagle Point Park will be developed concurrently with the archeological investigation. The archeologist will be expected to inform the NRHP nomination with regard to historic contexts and the potential eligibility of cultural resources. The information will be incorporated into the NRNP nomination by the Architectural Historian in consultation with the State Historic Preservation Office and the selected consultant in a form and manner approved by the State Historic Preservation Office (SHPO). The selected archeologist will be expected to coordinate with the City and SHPO throughout the project. Technical questions will be made directly with the State Historic Preservation Office. All work products will be provided to the City of Dubuque Planning Services Department which will be forwarded to the State. The consultant will also be required to coordinate with Leisure Services Department Parks Division Staff. Eagle Point Park is open to the public the first weekend in May through the fourth weekend in October. SCHEDULE/PROCESS May 22, 2015: Consultant proposals are due to the City. June 1, 2015: The City selects a consultant. June 5, 2015: The consultant submits the research design,methodology and schedule of activities to the City. June 15, 2015: Tele-conference with the SHPO, consultant and City to discuss the project, research design, and schedule for work. July 2015: Fieldwork and archival research begin. September 1, 2015: Consultant submits three(3) copies of the survey report with sample draft Office of the State Archeologist Site Records Forms. Consultant submits one (1) electronic copy in pdf form of the survey report with sample draft Office of the State Archeologist Site Records Forms to the City which will be forwarded to the Architectural Historian preparing the NRHP nomination. The Architectural Historian, Archeologist and SHPO will discuss how the report information will inform the NRNP nomination with regard to historic contexts and the potential eligibility of cultural resources. October 1, 2015: Consultant submits revisions, if necessary, to SHPO Staff for review. Any additional revisions are sent to the Consultant. November 2, 2015: A minimum of six (6) bound copies of the final survey report with final Office of the State Archeologist Site Record Forms, for each new site located or updated site record forms for previously reported archeological sites will be provided to SHPO. One unbound,print-ready master copy of the final survey report with the above site forms single sided will be provided to SHPO. The archeological record forms are submitted online to the Iowa Office of the State Archeologist through I-Sites. PROFESSIONAL REQUIREMENTS The consultant must meet the Secretary of the Interior's professional standards as a prehistoric and historic archaeologist. All work must be done in accordance with the Secretary of the Interior's Standards for Archeological Documentation and the Guidelines for Archaeological Investigations in Iowa (1999). The selected archeologist will submit a methodology or research plan to be used for implementing any archeological investigations or ground-breaking activities to the City and SHPO for review and approval for compliance with the Secretary of the Interior's Standards for Archeological Documentation and the Guidelines.for Archaeological Investigations in Iowa (1999)prior to beginning such work on the property. The selected archeologist will submit an Archeological Documentation Report that addresses the items discussed above in the Scope of Work to the City and SHSI for review and approval. INFORMATION TO BE INCLUDED IN THE PROPOSAL 1. Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and the name, address, telephone number and fax number of the consultant's primary contact person. 2. Profile of Consultant The proposal shall include general information about the consultant,the consultant's area of expertise related to this RFP, and the consultant's official name, address, and principal officers, including qualifications of the project manager and other key personnel who would be assigned to the project. 3. Qualifications a) The proposal shall include the name of the project manager,his or her qualifications and experience, and the names, qualifications, and experience of other key personnel who would be associated with the project. The selection of a project manager by a consultant will constitute a contractual commitment by that consultant and a substitute manager will not be allowed without prior written approval by the City of Dubuque. b) Name and location of subcontractors if applicable;the type and approximate percentage of the work that would be performed by each of these firms; and the names, qualifications and experience of their personnel who would be associated with this project. c) The proposal must clearly describe the relevant experience of the project manager and other key personnel in undertaking and completing Phase I Intensive Survey and Evaluation projects. Service People Integrity Responsibility Innovation Teamwork Page 5 d) The proposal shall include at least three references of past clients for archeological set-vices on historically significant properties done in accordance with the Secretary of the Interior's Standards for Archeological Documentation and the Guidelines for Archaeological Investigations in Iowa(1999). These projects must have been completed within the past five years with the same project manager, sub-consultants and other key personnel proposed for this project. e) The proposal shall discuss the consultant's ability to integrate this project into the consultant's present workload. I) The proposal shall discuss opportunities to include volunteers in the project. 4. Fees and Compensation Provide a proposed cost plus expenses budget for completion of the scope of services with cost breakdowns by scope element. Quotation of fees and compensation shall remain firm for a period of at least 90 days from the proposal submission deadline. Please provide the proposed fees and compensation under separate cover. Initial screening will be done by a selection committee without the benefit of knowing the proposed fee for services. 5. Contract A contract for services must be included in the submittal. EVALUATION CRITERIA Proposals will be evaluated by a selection committee. Proposals will be screened to ensure that they meet the minimum requirements of the proposal. A review of qualifying proposals will identify the potential consultant which most closely meets the needs of the City. Factors to be considered by the selection committee will include the following: 1. Qualifications and experience of the consultant—reference checks, achievements, and completion of similar projects within the past five years. 2. Grasp of project requirements and understanding of project scope—the consultant's methodology,preparation, and level of interest. 3. Proposed schedule require to complete project and ability to complete the project on time and within budget. 4. Proposed cost to complete project. SUBMISSION REQUIREMENTS The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes with any firms. The City of Dubuque is not liable for any cost incurred by any firms prior to the execution of an agreement or contract. Nor shall the City of Dubuque be liable for any costs incurred by the firm that are not specified in the contract. The City of Dubuque is an Equal Employment Opportunity Employer.
