this time, and all officers and em-

have power to appoint and employ,
but whose appointment has not been
made, shall continue in office and in
the positions that they have occu-
pied heretofore at the same salary
which has been paid to them in the
past and shall perform all of the
duties which they have performed
under their former employment ex-
cept as changed or modified by law,
and their present employment shall
continue until official appointments
are made by the Council and Man-
agers. Seconded by Councilman
Gabriel. Carried by the following
vote.

Be it resolved by the City Coun-

of the City of Dubuque.

Special session, April 12, 1920.
Council met at 9:30 P. M.
Present :—Councilmen Alderson,
Brede, Gabriel, Melchior, Rooney.
This meeting was called for the
purpose of organizing the govern-
ment of the City by adopting the
Manager Plan" and acting on any
other business that might properly
cone before a regular meeting of
the City Council.
Councilman Gabriel moved that
Councilman Brede be appointed as
temporary Chairman, seconded by
Councilman Melchoir.
Councilman Gabriel moved that
Councilman Melchoir be appointed
as temporary secretary, seconded by
Councilman Rooney.
Councilman Gabriel moved that
Councilman Alderson be appointed as
Mayor, seconded by Councilman Mel-
choir. Carried by the following vote.

A resolution organizing the gov-
ernment of the city of Dubuque
under chapter 14 D —Title V. of the
acts of the 36th. General assembly.
Whereas, at a special election
held in the city of Dubuque on Jan-
uary 26, 1920, there was submitted
to the voters of said City the ques-
tion:
Shall the City of Dubuque organ-
ize under Chapter 14 D —Title V of
the acts of the 36th, General As-
sembly of the State of Iowa ?" and.
Whereas, at said election a ma-
jority vote was cast in favor of said
proposition thus submitted; and
Whereas, within the proper legal
period a number of persons filed
their nomination papers as candi-
dates for . the office of councilmen
for the two and three year terms,
respectively, and, thereupon their
names were placed upon the ballots
to be voted upon at the regular
biennial election held on April 5,
1920; and
Whereas, at said election the fol-
lowing candidates received the larg-
est number of votes cast for the
office of Councilmen; For the two
year terms: Harlan Melchior and
Magnus B. Rooney. For the three
year terms; Dr. James Alderson

Louis Brede and Theorore Gabriel,
and were by the City Council, de-
clared to be elected to the office of
Councilmen for the terms to which
they had been elected; and,
Whereas, it is provided by law,
that on the first Monday following
their election, said council thus
elected shall organize the govern-
ment of the City adopting the plan
contemplated by the Act of the
General Assembly above named said
form of government being commonly
known as "The Manager Plan."
Now, Therefore.
Be it resolved by the City Council
of the City of Dubuque:
That, in conformity with the laws
of the State of Iowa and especially
Chapter 14 D —Title V, of the 36th
General Assembly, on this 12th, day
of April A. D. 1920, the same being
the first Monday following the date
of election we, the undersigned as
the duly elected Councilmen for the
City of Dubuque, do hereby declare
and proclaim that from and after
this date and until changed as pro-
vided by law, the municipal affairs
of the City of Dubuque shall be
managed, governed and conducted
in accordance with the provisions of
Chapter 14 D —Title V. of the Acts
of the 36th, General Assembly, and
the same to be known and recogniz-
ed as "The Manager Plan of Muni-
cipal Government."

Mayor Alderson stated that this
meeting is called for the purpose of
acting on unfinished business, and
acting on any other business that
might properly come before a regu-
lar meeting Of the City Council.
Petition of residents and property
owners relative to the opening of the
extension of Rhomberg Avenue, sug-
gesting a sewer system as a substi-
tute. Presented. Commissioner
Brede moved that the petition be re-
ferred to the City Engineer as to
feasibility and probale cost and he
report back to the Council with his
recommendations. Seconded by
Councilman Gabriel. Carried by
the following vote.

Petition of Nesler & Buechel, rela-
tive to excavating at 2222 Couler
Avenue, presented. Councilman Mel -
choir moved that the prayer of the

bonds be deposited to replace the
street in proper condition. Sec-
onded by Councilman Brede. Car-
ried by the following vote.
