Communication of Committee for
Civic Responsibility, by John P. Klauer,
President, requesting to be placed on
the agenda at the April 7th meeting in
order to present petitions regarding a
change of City Government, presented
and read,
Council Member Brady moved to sus-
pend the rules to let anyone present. ad•
dress the Council if they so desire. Sec..
orrded by Council Member Pratt. Car-
ried by the following- vote:
Yeas -Mayon Farrell, Council Mem-
bers Brady, Felderman, King, Pratt.
Nays -None.
John Klauer addressed the Council
and presented a petition containing 2841
signatures requesting change of present
form of government, from Couneil-Man-
ager form of municipal government, to
Council -Manager -•Ward form of govern-
ment.
Council Member Felderman moved
that the communication -of Committee
for Civic Responsibility he received and
filed. Seconded by Council II eel ber
Pratt.. Carried by the following vote:
Yeas Mayor Farrell, Council Mem-
bers Brady, D'elderrrran, King, Pratt..
Nays -None.
Council Member Felderman moved
that the petitions be received and filed,
City Clerk to determine validity and
Mayor directed to sign proclamation de-
claring a Special City Election be held on
the 3rd day of .Tune, 1980. Seconded by
Council Member Pratt. Carried by the
following vote:

RESOLi1TI ON'NO. 93.80
WHEREAS, there has been•present-
ed a petition containing approximately
2841 signatures petitioning the City
• Council for a referendum for an election
to submit to the electorate the proposi-
tion to change the form of government
from the present Council -Manager form
of municipal government to Council{
Manager -Ward forin of government.
NOW THEREFORE BE IT RESOLV-
ED FOR THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the petition filed kr
the change of. government be and the
same is hereby received.and filed.. .
Section 2. That the City Clerk be and.
he is hereby directed to transmit said
petition to the Commissioner of Elec-
tions in and for Dubuque County, Iowa.
Section 3. That the Commissioner of
Elections be and she is hereby requested
to place the proposition for the change of
governorent from the present Council -
Manager form of municipal government
to Council -Manager -Ward form of gov-
ernment on the ballot. at the next. pri--
mary election.

Communication of Transit Manager
William B. Kohler, submitting an Iowa
DOT application requesting financial as-
sistance, both operating and capital, to
help offset. the net operating costs and
defray a portion of the capital expendi-
tures, presented and read.
Council Member Pratt moved that the
communication be received and filed. •
