SUBJECT: Kaufmann Alley Storm Sewer Construction Project

City Engineer Gus Psihoyos is recommending acceptance of the Kaufmann Alley Storm
Sewer Construction Project, as completed by Drew Cook & Sons Excavating, in the final
contract amount of $30,576.37, which is an increase of $7,182.12 from the original
contract of $23,394.25.
To add value to the project, an additional $2,601.75 was spent to re-grade the area in
the vicinity of the new sewer to augment the storm sewer's ability to capture
Stormwater. An additional $1,576.19 was required to pave the alley with asphalt so that
it too can carry Stormwater. The project required approximately 15% more in
construction materials, such as lime backfill, bedding stone, and base stone. Finally,
the removal and replacement of sidewalk was necessary due to complications near
Kaufmann Avenue that were discovered through excavation.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the improvements for the Kaufmann
Alley Storm Sewer Construction Project.
BACKGROUND
The Kaufmann Alley Storm Sewer Construction Project entailed the construction of
approximately 350 feet of 24-inch diameter storm sewer from Kaufmann Avenue to the
north in the alley just east of Kurt Street. The storm sewer will capture stormwater that
originates on Primrose Court north of Kaufmann that flows to the alley.
DISCUSSION
The Kaufmann Alley Storm Sewer Construction Project was completed by Drew Cook &
Sons Excavating of Dubuque, Iowa, in the final contract amount of $30,576.37, which is an
increase of $7,182.12 from the original contract of $23,394.25.

ACCEPTING THE KAUFMANN ALLEY STORM SEWER CONSTRUCTION
PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT
AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Kaufmann .Alley Storm Sewer
Construction Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the FY2006 Kaufmann Alley Capital Improvement Project and FY2008 Storm Sewer
Improvements/Extensions Capital Improvement Project appropriations for the contract
amount of $30,576.37 less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.
