Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ~~ SUBJECT: FY08 REAP Grant Agreement for Trolley Line Trail The Iowa Natural Resources Commission approved the City of Dubuque's $200,000 grant application for construction of the Trolley Line Trail, a paved off-road bike/hike trail in Eagle Point Park. Dubuque's application is funded by Fiscal Year 2008 REAP (Resource Enhancement and Protection) grant funds from the Iowa Department of Natural Resources. The grant agreement, a resolution, and a project map are enclosed. The planned trail will follow the old trolley roadbed in Eagle Point Park. The Trolley Line Trail will use the existing grade of the abandoned trolley line from Shiras Avenue north of the Ham House museum site to the turnaround with the eagle statue on the main entrance road to the park. The 10-foot wide paved trail will traverse a wooded setting with limestone outcroppings. This trail will provide an off-road alternative to the main entrance road into Eagle Point Park, which is a signed route in the Heritage Trail Riverfront System. The Trolley Line Trail will be at a lower grade than the main entrance road, which is fairly steep and does not have sidewalks, trails, or paved shoulders for bicyclists and pedestrians to use. The estimated cost for the Trolley Line Trail is $200,000. Construction is planned for 2008. The City has a CIP budget of $200,000 in REAP funds for the Trolley Line Trail. I recommend that the City Council approve the enclosed resolution authorizing the Mayor to sign the FY08 REAP grant agreement for $200,000 for the Trolley Line Trail. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The purpose of this REAP Development Grant Agreement is to enable the Iowa Department of Natural Resources (DNR), acting for the State of Iowa, to assist the CITY OF DUBUQUE (Grantee) in the development of land for the enhancement and protection of open space areas. 2. All work specified in the project proposal will be completed by DECEIKSER 31, 2009. 8, AVAILABILITY of FUNDS: If funds anticipated for the continued fulfillment of this agreement are at any time not forthcoming or insufficient, either through the failure of the State of Iowa to appropriate funds, or discontinuance or material alteration of the program under which funds were provided, then the Department shall have the right to terminate the agreement without penalty. 9.
