8 21 2013 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The City Council met in special session at 4:30 p.m. on Wednesday, August 21, 2013 in Room 4 at the Grand River Center, 500 Bell Street. Present: Mayor Buol, Council Members Braig, Connors, Jones (joined at 4:37 p.m.), Lynch, Resnick, Sutton; City Manager Van Milligen, City Attorney Lindahl Also present: Assistant City Managers Steinhauser and Goodmann, Assistant City Attorney Quann. Mayor Buol read the call and stated this is a special session of the City Council to conduct the annual City Council Goal Setting. CITY COUNCIL GOAL SETTING SESSION FISCAL YEAR 2015 (2 of 2) Lyle Sumek, of Sumek and Associates, facilitated the FY 2015 City Council’s goal setting session. Council reviewed the achievements for 2012-2013, discussed the chal- lenges, opportunities, and objectives; and prioritized actions identified within the follow- ing City goals:  City Goal 1 – Planned and Managed Growth  City Goal 2 – Partnering for a Better Dubuque  City Goal 3 – Improved Connectivity: Transportation and Telecommunications Following discussion, the City Council reached consensus on the following goals and priorities for 2013-2019. 2028 DUBUQUE VISION STATEMENT The city of Dubuque is a progressive, sustainable city with a strong diversified econ- omy and expanding global connections. The Dubuque community is an inclusive com- munity celebrating culture and heritage and has actively preserved our Masterpiece on the Mississippi. Dubuque citizens experience healthy living and retirement through qual- ity, livable neighborhoods with an abundance of fun things to do; and are engaged in the community, achieving goals through partnerships. Dubuque city government is fi- nancially sound and is providing services with citizens getting value for their tax dollar. CITY MISSION STATEMENT The City’s mission is to deliver excellent municipal services that support urban living, and contribute to a sustainable city. The City plans for the community’s future, and facili- tates access to critical human services.
