Could you please forward my opinions below to the Bluffland Advisory Committee spokesperson. November 24, 2007 The following are strictly my opinions developed after my involvement with the BlufBand Advisory Committee. The BlufFland Advisory Committee (BAC), are a group of citizens concerned about proper stewardship of the Dubuque area bluff lands consisting of unique geological features and the architectural structures on it. These bluff lands provide a beautiful landscape that can easily be destroyed with uncontrolled development as can be witnessed in other communities throughout the world. The BAC would not be in existence if it were not for a recent "Real Estate" driven Dubuque City government that permitted two developments that so far have only proven to be destructive headaches. One of those developments has already caused extreme destruction to the delicate bluffs at Eagle Point Park costing the City of Dubuque $100,000+ in repair attempts. The BAC does not necessarily consist of individuals with a background in city management and therefore do not possess immediate, specific, solutions to providing necessary stewardship suggestions for the bluffs and the Dubuque landscape. Unlike the negative spin that Ms. Carstens and her team seem to have attempted to put on the intent of the BAC, I do not believe that it is the BAC intent to provide unnecessary bureaucratic and restrictive ordinances that shall negatively affect current properties or future development. The BAC has spent many hours in attempting to hammer out a solution without negatively affecting R1, R2 and certain other properties. These lengthy sessions have proven to be an exercise in frustration and futility as Ms. Carstens and her team have consistently stated that there shall never be anything in place that somehow cannot be undone by other councils and groups, as well as individuals with money and deliberate intent. The BAC was even reminded that this very process of attempting to attain proper stewardship of the Dubuque Bluffs has been ongoing since 1935. Due to the complexity of this process, it is no wonder that the group has dwindled. If indeed there are currently "adequate rules" in place for the Dubuque City Council to provide stewardship over it's bluff lands, then why did the Eagle Point bluffs get destroyed and why is there going to be build a twelve story monstrosity looming over the Dubuque landscape? I have learned from attending these interesting democratic sessions, that the process is filled with excessive redundancy, and seemingly there is always someone with an answer for anything. With all of this in mind, I look forward to being part of a community that understands the importance of stewardship of the unique land that it is build on. Jaro Sebek Email and AIM finally together.
