AIRPORT COMMISSION MINUTES
Commissioner Daoud moved to approve the minutes of the July 25, 2007 Commission
meeting. The motion was seconded by Commissioner Brotherton. AYES: All. NAYS:
None.
OLD BUSINESS:
01. REVIEW STATISTICS
Airport Manager Grierson said enplanements in July increased 7.13% compared to
last year.
NEW BUSINESS:
02. FUEL TRUCK ACCEPTANCE -RESOLUTION:
Commissioner Daoud moved to accept Resolution A1200-6-2007 for the
acceptance of the fuel truck and Commissioner Brotherton seconded the motion.
AYES: All. NAYES: None.
03. RUNWAY 18/36 PAINTING -RESOLUTION:
Commissioner Daoud moved to accept Resolution A500-6-2007 for the acceptance
of the runway 18/36 painting and Commissioner Czeshinski seconded the motion.
AYES: All. NAYS: None.

04. BRADLEY LAND OFFICIAL OFFER:
The Airport still hasn't received an official acceptance of our offer for the purchase
of the Bradley Partnership farm. Airport Manager Grierson explained that if an
agreement is reached by September 3`~ a phone conference Commission meeting
will be held. The appraisal also has to be approved by the FAA.
05. AIRPORT MANAGER EVALUATION PROCESS:
The Airport Manager reviewed the evaluation process. A copy of the support form
has been sent to each of the Commissioners for completion. Commissioners
Daoud and Accinelli will meet next week for discussion then a closed session will
be held at the next Commission meeting to discuss the evaluation.
06. SELF-FUELER UPDATE - BOSSERMAN:
Although Bosserman has been notified of problems with the self-fueler he hasn't
returned FBO Supervisor Vetsch's phone calls. We are waiting for a reply to our
request for bids to correct the problems. Commissioner Accinelli directed the
Airport Manager to finalize the work immediately and assess Bosserman for all
costs incurred.
07. CALENDAR OF UPCOMING EVENTS:
This is a calendar of events that will be updated for each Commission meeting.
Dates for the upcoming budget hearings will be listed on the next calendar.
08. RAMP FEES/LANDING FEES:
The Airport Manager explained that landing fees were reduced in early 2002 and
have not been adjusted since. Most carriers expect an increase in fees and the
Airport could generate an additional $42.00 per day if American Airlines fees were
increased to $1.00 per 1000 lbs. The Rockford Airport is currently charging almost
double what we are and Moline's landing fees are almost four times greater than
ours. Increased landing fees would currently affect American Airlines and Sun
Country.
Dubuque currently doesn't charge a ramp fee during the day when there is no
overnight stay. Other FBO's assess a ramp fee which is waived with the purchase
of fuel. The increased revenue generated could be used to build additional hangars.
Commissioner Brotherton asked whether everyone would be affected by this
change. The Airport Manager explained that it would be for aircraft over 12,500 lbs.

Commission Chairperson Accinelli stated that he would support changes to the
current fee structure for landing fees and ramp fees at this time with information to
support the changes.
09. CORRESPONDENCE:
None.
MANAGER'S UPDATE:
10. CONGRESSIONAL VISITS:
Airport Manager Grierson met with Sherry Kuntz of Senator Grassley's office on
August 8th and discussed long-term funding of the AIP. On August 10th a breakfast
and tour of the Airport was held for staff members of Senator Grassley, Senator
Harkin and Representative Braley. On August 26th the Airport Manager met with
Sherry Kuntz to discuss fuel sales to American Airlines and our options to make the
Airport a secure airport. Commissioner Accinelli testified August 27t" at the Field
Senate Testimony held at the Dubuque Regional Airport.
11. NBAA:
Airport Manager~Grierson presented the Commission with the new Dubuque Jet
Center brochure which will be displayed at NBAA.
12. MARFF TRAINING:
Mobile Aircraft Rescue Fire Fighting (MARFF) Training will be held at the Airport on
September 26th and 27tH
13. FAA CENTRAL REGION CONFERENCE:
Airport Manager Grierson and Operations and Maintenance Supervisor Dalsing will
be attending the FAA Central Region Conference held in Kansas City October 1 -
3.
14. FUEL SALES FOR NATA:
13,592 gallons of low lead fuel were sold for NATA this year. Next year will be the
70th anniversary of the T-6 and 100 planes are expected in Dubuque for this event.
Commissioner Daoud asked what the expenses were for NATA and if it was
profitable. The Airport Manager replied that he will have a breakdown for the next

meeting.
15. FBO REVIEW:
The Airport Manager will be conducting a review of the FBO for FY07 with FBO
Supervisor Vetsch and Airport Accountant Sheldon. Airport Manager Grierson will
address the review in a memorandum to the Commissioners as to where we are
and where we need to be with staff, remodeling of facilities, etc.
PUBLIC INPUT:
Teri Goodman spoke regarding the recent Congressional visits by Airport Staff and
Commissioners. The exposure has been great for the Airport and has given us the
opportunity to address possible additional funding for new hangars and the new terminal.
NEXT COMMISSION MEETING:
The next scheduled Commission meeting is September 24, 2007.
Commissioner Daoud moved to adjourn the meeting and this motion was seconded by
Commissioner Czeshinski. AYES: All. NAYS: None. The meeting was adjourned at 4:58
p.m.
