Final Plat of Lots 1-24, Inclusive, of Block 1, and Lots A-E, Inclusive, of
Southern Hills Subdivision II
INTRODUCTION
Final plat of Lots 1-24, inclusive, of Block 1, and Lots A-E, inclusive, of Southern Hills
Subdivision II continues the residential development pattern of Southern Hills Subdivision in
Dubuque County. The submitted final plat provides for the platting of 24 parcels to be
developed for single-family homes and four (4) parcels (B, C, D, and E) will be transferred to
adjacent landowners.
DISCUSSION
The preliminary plat for this property was approved in March 2001. The submitted final plat
provides for the construction of a new pdvate street to be named Southern Hills Circle. This
private street follows the custom in the County that the lots are plated to the centedine of the
right-of-way.
Lots B, C, D, and E do not have frontage on a public or pdvate street. These lots will be
transferred to adjacent landowners whose properties do front on a street. The City Council is
being asked to waive the lot frontage requirement for these lots. There will be no adverse
impact the surrounding property if the frontage requirement is waived.
The City Council is reviewing this plat as it is within two miles of the corporate limits of the City
of Dubuque, and thus the County and the City jointly reviewthe submitted final plat. The
subject property is outside the area included within the City's Annexation Study, and it is not
anticipated that the property would be annexed to the City in the foreseeable future.
RECOMMENDATION
The submitted Final Plat of Lots 1-24, inclusive, of Block I and Lots A-E, inclusive, of
Southern Hills Subdivision II is in compliance with the City of Dubuque Subdivision
Regulations, except that it will be built to County standards. I recommend that the City
Council approve the plat subject to waiving Article IV, Design Improvement Standards, except
for Section 42-19, Lots and Blocks, and waiving the lot frontage requirement for Lots B, C, D
and E.

RESOLUTION APPROVE THE FINAL PLAT OF LOTS 1-24, INCLUSIVE, OF BLOCK 1, AND
LOTS A-E, INCLUSIVE, OF SOUTHERN HILLS SUBDIVISION II IN DUBUQUE COUNTY,
IOWA.
Whereas, there has been filed with the City Clerk a final plat of Lots 1-24, inclusive, of
Block 1, and Lots A-E, inclusive, of Southern Hills Subdivision II; and
Whereas, upon said plat provides 0 feet of frontage for Lots B, C, D and E where 60 feet
is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, the preliminary plat has been examined by the Zoning Advisory Commission
and has its approval endorsed thereon, with the waiver of Article IV, Design and Improvement
Standards of the Subdivisions Regulations, except for Section 41-29; and
Whereas, said final plat has been reviewed by the City Planner and had her approval
endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IVi Design and Improvement
Standards of the Subdivision Regulations, except Section 42-19, Lots and Blocks.
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to allow Lots
B, C, D and E to have 0 feet of frontage, where 80 feet is required.
Section 3. That the final plat of Lots 1-24, inclusive, of Block 1, and Lots A-E, inclusive,
of Southern Hills Subdivision II is hereby approved and the Mayor and. City Clerk are hereby
authorized and directed to endorse the approval of the City of Dubuque, Iowa, upon said
subdivision plat.
