Final Plat Lot 6, Lot 7, Lot F and Lot G of Dubuque Industrial Center West
INTRODUCTION
The final plat of Lot 6, Lot 7, Lot F and Lot G of Dubuque Industrial Center West
subdivides the eastern portion of the City's new industrial park to allow for the sale of
Lot 6 for construction of a new industrial building. The City Council is being asked to
approve this plat as both the owner of the property and as the platting authority.
DISCUSSION
In March .1998, the City Council adopted a planned industrial district designation and
conceptual development plan for the Dubuque Industrial Center West. As provided in
the ordinance approving the PUD, the conceptual plan serves as the preliminary plat
for the property and subsequent subdivision plats may be submitted to the City Council
for review and approval as per the City Subdivision Regulations. The attached final
plat subdivides approximately 35 acres to provide for Lot 6, which will be sold to a
prospective industrial user. Lot 7 is substandard and will be incorporated into a larger
lot once the property is subdivided to the east. Lot F provides for the future extension
of Chavanelle Road, and Lot G is for future industrial development.
RECOMMENDATION
I recommend the City Council approve the submitted final plat Lot 6, Lot 7, Lot F and
Lot G of Dubuque Industrial Center West and direct the Mayor and City Clerk to sign on
behalf of the City of Dubuque as owner and as platting authority.

Physical Characteristics: The subject parcel slopes toward the southwest and flows
toward the middle fork of the Caffish Creek. The parcel is east of the existing spec
building.
Proposed Phasing: The subdivision request before the City Council is for an
expansion Phase 1 of the Dubuque Industrial Center West.

Dedication of Open Space or Public Amenities: The two storm water detention
basins also function as public open space and have been stocked by the DNR with fish.

Recommended Motion: Motion to approve the submitted Final Plat Lot 6, Lot 7, Lot
~F" and Lot 'G' of Dubuque IndUstrial Center West as it is in substantial compliance
with the City of Dubuque Subdivision Regulations, subject to waiving of lot frontage and
lot area requirements for Lot 7.
Conformance with Comprehensive Plan: The 1995 Comprehensive Plan
designates the subject area for an industrial park.

Impact of Request on:
Utilities: Sanitary sewer service to the Dubuque Industrial Center West has been
provided as well as water service.
Storm water: Storm water will be directed toward the middle fork of the Catfish
Creek. Two detention basins have been provided as part of Phase 1 to control
storm water run off from the site. These two detention basins are wet-bottom
detention basins and they will contain water at all times and will also serve as a
site amenity for the industrial park.
Traffic Patterns: The existing industrial park is served by Seippel Road and
Chavanelle Road. Seippel Road has been reconstructed and a new section
constructed to provide direct access to U.S. Highway 20. Current traffic estimates
indicate less than 1,000 tdps per day on Seippel Road. Traffic counts will
significantly increase with full development of the industrial park.
Public Services: The City of Dubuque Fire and Police Departments will serve the
subject site. Refuse collection will be provided by private haulers.
Environment: Staff does not anticipate any adverse impacts to the environment
provided adequate erosion control is practiced during all phases of development of
each of the parcels within the industrial park.
Adjacent Properties: Impact to adjacent properties will include the visual change
of regrading farmland into developable building areas and an increase in traffic as
new employers move into the industrial park. Adjacent properties are primarily
used for agriculture.
Recommended Conditions on Plat: None.
Staff Analysis: The City of Dubuque is requesting approval of the final plat Lot 6, Lot
7, Lot "F~ and Lot "G" of Dubuque Industrial Center West. The subject plat represents
an expansion of Phase 1 of the Dubuque Industrial Center West.
The submitted final plat contains a substandard Lot 7. The PUD Ordinance for the
Dubuque Industrial Center West requires lots within Zone C to be a minimum of five
acres and have 100 feet of frontage. Lot 7 has 92 feet of frontage and is 1.8 acres in
size. Planning Staff recommends waiving the requirements for Lot 7 as it can be
incorporated with property to the east when the industrial park is expanded in the
future.

Approval of the submitted final plat does allow for the sale of Lot 6 for construction of a
new industrial building. The submitted final plat is in compliance with the adopted PUD
Ordinance and conceptual plan, and also is in substantial compliance with City
Subdivision Regulations.
Staff recommend the City Council review the enclosed materials and approve the
submitted final plat, subject to waiving lot frontage and lot area requirements for Lot 7.

RESOLUTION NO. 86-02
A RESOLUTION APPROVING THE FINAL PLAT LOT 6, LOT 7, LOT "F" AND
LOT "G' OF DUBUQUE INDUSTRIAL CENTER WEST IN THE CITY OF
DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat Lot 6, Lot 7, Lot "F"
and Lot "G" of Dubuque Industrial Center West in the City of Dubuque; and
Whereas, upon said final plat appears a street to be known as Chavanelle Road
(Lot F), together with certain public utility and sanitary sewer easements which the
owners by said final plat have dedicated to the public forever; and
Whereas, said plat provides 1.831 acres of lot area for Lot 7, where five (5)
acres of lot area is required, by Ordinance 14-98, Section (C)(2) which established the
Dubuque Industrial Center West; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating to it, except that no streets or
public utilities have yet been constructed or installed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of Chavanelle Road (Lot F) together with
easements for public utilities and sanitary sewer as they appear upon said final plat, be
and the same are hereby accepted, and
Section 2. That the lot area requirement of five (5) acres established by
Ordinance 14-98, Section (C)(2) is waived to allow Lot 7 to have 1:831 acres of lot area.
Section 3. That the final plat of Lot 6, Lot 7, Lot "F" and Lot "G" of Dubuque
Industrial Center West is hereby approved and the Mayor and City Clerk are hereby
authorized and directed to endorse the approval of the City of Dubuque, Iowa, upon
said final plat.

Section 4. Sidewalk installation shall be the responsibility of the owner of the
property abutting the public rights-of-way, including lots with multiple frontages, as
required by City Code 41-161 through 41-164. The responsibility shall extend to all
successors, heirs and assignees. Sidewalk installation will not be required until the
development of the lot has been completed except as required herein. Sidewalks shall
be five (5) feet in width and installed one (1) foot from the property line. All vacant lots
shall have sidewalks installed upon development of 80% of the developable lots
approved by the final plat.
Section 5. That the final acceptance of all public improvements shall occur
upon certification of the City Engineer that all public improvements have been
completed in accordance with the improvement plans and City standards specifications.
