Dubuque Jaycees Trail Project
Sealed bids were received for the Dubuque Jaycees Trail Project. Planning Services
Manager Laura Carstens recommends award of the contract to the Iow bidder,
Tschiggfrie Excavating, in the amount of $330,607.10, subject to approval by the Iowa
Department of Transportation.
Funding for this project includes, in addition to City funds, a $125,000 donation from the
Dubuque Jaycees and $166,341 from an Iowa Department of Transportation
Recreational Trails grant.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Dubuque Jaycees Trail Project
INTRODUCTION
The enclosed resolution provides for the award of the construction contract for the
Dubuque Jaycees Trail Project.
DISCUSSION
The City has received an Iowa Department of Transportation (IDOT) Recreational Trails
Grant in the amount of $166,341. Additional funding is available from the Heritage Trail
Primary Route Capital Improvement Program budget in the amount of $248,267,
resulting in total project funding of $414,608. This includes a $125,000 donation by the
Dubuque Jaycees as part of the America's River project.
The project includes a new 12-foot wide pedestrian/bike trail between 16th Street and
Shiras Avenue on the levee along the Peosta Channel. The trail is only 6 feet wide,
which is not conducive to the joint use of the trail for both pedestrians and bicyclists.
The project also includes the construction of a small landscaped area under the
Highway 151/61 overpass, a landscaped seating and viewing area at the intersection of
Hamilton Street, and a plaza area behind the McGraw Hill facility.
IIW Engineers & Surveyors, P.C. was hired to provide professional engineering and
design services for the Dubuque Jaycees Trail Project. IIW has completed the trail
reconstruction plans and specifications, which have been reviewed and approved for
bidding by IDOT.
In accordance with Iowa Code Sections 384.102 and 362.3 and the IDOT project
agreement, the City is required to follow its normal public-bidding procedure and hold a
public hearing on the plans and specifications, cost estimate and form of contract.

Based on the construction schedule, the project is required to begin after the 4th of July
and to be completed by November 1, 2002.
BID RESULTS
Sealed bids were received on January 31, 2002. The Iow bid was submitted by
Tschiggfrie Excavating of Dubuque, Iowa, for both the base bid and two alternates.
The following is a summary of the bid proposals received.

RECOMMENDATION
I recommend that the construction contract be awarded to Tschiggfrie Excavating in the
amount of $330,607.10. This includes the ACC Base Bid, ACC Alternate 1 and ACC
Alternate 2 deleting the Shade Structure in the amount of $26,000. Deleting the cost of
the Shade Structure provides a more adequate contingency. The Shade Structure can
be installed after completion of the trail if funds are available. IDOT has reviewed the
bids and concurs with this recommendation.

RESOLUTION NO. 87-02
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Dubuque Jaycees/Peosta Channel Trail Project pursuant to Resolution No. 558-
01 and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 11th day of January, 2002.
Whereas, said sealed proposals were opened and read on the 31st day of
January, 2002, and it has been determined that the bid of Tschiggfde Excavating
of Dubuque, Iowa, in the amount of $356,607.10 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Tschiggfrie
Excavating, less $26,000 for the shade structure contained in ACC Alternate 2,
and the Manager be and is hereby directed to execute a contract on behalf of the
City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
