Gordon, Administrator Dept of Public Defense, Emergency Management Division Hoover State Office Building, Level A Des Moines, Iowa 50319-0113 Re: State Share Funding Eligibility Disaster #: 1367 PA ID#: 061-22395-00 Dear Ms. Gordon: This letter is in response to the notification I received from your office regarding Dubuque County's compliance status with State of Iowa Code 29C.9(8). I understand that State participation in funding finandal assistance is contingent upon the County Emergency Management Commission having on file a state- approved, comprehensive, county-wide emergency operations plan which meets the standards adopted pursuant to section 29C.9, subsection 8. Dubuque's County-Wide Multi-Hazard Plan is on file and is compliant. A second area of concern noted in your letter is the Hazard Mitigation Plan.' This is supposed to be an overview of all of the individual City plans and the unincorporated County plan. East Central Intergovernmental Assocation (ECIA) has been contracted to complete the 22 individual plans. So far, the City of Dyersville is the only plan C°mpleted by ECIA staff. They are currently working on the City of Dubuque Plan and it should be completed in draft form in the next couple of weeks. Due to the disaster declaration, our Emergency Management Coordinator, Tom Berger, had to complete the overview without having the plans to work from. A draft of this form was submitted to IEMD at the district meeting on December 19th Tom Berger has since received feedback from their planner and made the suggested changes. The final copy was mailed to the Emergency Management Division on Monday, January 14. It is currently awaiting approval. The Service People Integrity Responsibility Innovation Teamwork Emergency Management Commission is set to adopt the plan at their February 5, 2002 meeting. The Recovery Plan, a requirement introduced during the past year, is currently in draft form and will be completed in the next few weeks. The draft was developed using the State prototype. I hope the information I have provided is sufficient to insure our compliance with State of Iowa Code 290.9(8) and continued eligibility for financial assistance.
