Although understand their need to update our plan, some changes would diminish the effect of the plan. Also, much of the proposed changes clearly dilute the language while no longer representing the voice of Dubuque citizens and our community. Thank you. I had scheduled the January UDC Bluffland Committee meeting on Monday January 14th by mistake. It should have been scheduled for Tuesday, January 15th. Melinda Rettenberger file://C:\Documents%20and%20 Settings\lcarsten\Local%20Settings\Temp\XPgrpwise\475 C53 5 5... 12/ 10/2007 2002 Comprehensive Plan Elements needed for true Sustainability: • Meet all local, state and federal air and water quality standards. • Decrease the number of area residents who live at or below the poverty level. • Increase the percentage of graduates of Dubuque area schools who enter the Dubuque area workforce. • Support start-up businesses with both financial and technical assistance. • Facilitate the awareness, development and use of alternative energies. • Reduce substance abuse of alcohol, tobacco, cocaine, marijuana, methamphetamine and other drugs among youth (12-18 years of age) and pregnant women in Dubuque County. • Increase the opportunities for the elderly to maintain an independent lifestyle. • Limit development along bluff lines and protect scenic vistas. • Preserve historic and aesthetic character and function of established neighborhoods. • Protect existing residential areas from encroachment by incompatible development. • Preserve historic and aesthetic character and function of established commercial districts. • Protect and preserve existing open space and parkland to meet the community's needs. • Protect and enhance riverfront and related wetlands, waterway corridors and other sensitive land areas. • Increase the number of children aged 0-5 receiving recommended well-child examinations. • Provide incentives to bring mixed use to the downtown and warehouse districts. • Extend and expand public transportation to ensure service is available for transit- dependent people to get to and from work on all shifts and to meet demands of business hours. • Continue and expand recycling efforts through increased participation and new materials, e.g. electronics. • Maintain access to and affordability and availability of essential City services to low and moderate income persons and persons with disabilities. • Improve patient and provider satisfaction ratings of health and medical personnel with health care administration and facilities. • Reduce the rate of domestic violence, including child abuse and dependent adult abuse, in the community. • Integrate, coordinate and pool resources among private and public educational institutions at all levels. • Maintain an inventory of organizations and groups identifying what programs they are offering in the community. • Develop expanded, affordable use of public facilities.
