The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, noting he has worked out utility lateral issues with the City Engineering and Water Departments. Staff reviewed the submitted plat, indicating proposed lots meet lot area and frontage requirements. Development of the lots will be difficult because of severe topography of five lots abutting West 32nd Street. The Zoning Advisory Commission discussed the request, noting that the lots meet the required lot frontage and area requirements of the Subdivision Regulations. Recommendation By a vote of 4-3, the Zoning Advisory Commission recommends that the City Council approve the request, subject to adding storm water runoff easements to the final Plat. A simple majority vote is needed for the City Council to approve the request. CITY OF DUBUQUE, IOWA MEMORANDUM Februaw 6,2002 TO: FROM: SUBJECT: Zoning Advisory Commission Guy Hemenway, Assistant Planner ~¢ Final Plat of Lots 1 thru 6 of Sullivan's Addition On January 2, 2002, Mr. Jim Sullivan submitted an application for a final plat for Lots 1 thru 6 of Sullivan's Addition on West 32"6 Street. Subsequently, Mr. Sullivan asked to table the request until the February 6, 2002 Zoning Advisory Commission meeting. Please find attached the original staff report regarding the final plat request. Please also note that City of Dubuque Water and Engineering Departments have further reviewed the plat and have withdrawn the request to extend water and sewer service to these lots as part of the platting process. The Engineering Department has, however, requested a condition that the final plat shall indicate storm water runoff easements between the lots along 32nd Street as necessary to allow for storm water runoff from Lot 6. GH/mkr Attachments CITY Of DUBUQUE, IOWA MEMORANDUM December 19, 2001 TO: FROM: SUBJECT: Zoning Advisory Commission Guy Hemenway, Assistant Planner Final Plat of Lots 1-6 of Sullivan's Addition INTRODUCTION James and Anita Sullivan have submitted a final plat for Lots 1 through 6 of Sullivan's Addition, which is located along the south side of W. 32nd Street. The City of Dubuque Planning Services and Engineering Departments have reviewed the final plat jointly. DISCUSSION The submitted final plat of Lots 1 through 6 of Sullivan's Addition subdivides an existing 5.7 acre parcel into five approximately 13,000 square foot standard building lots, and one large 4.2 acre lot. The five standard building lots have frontage along W. 32nd Street and the sixth 4+-acre lot has access from the northern terminus of Oak Crest Drive which is a cul-de-sac. Although lots 1 through 5 exceed minimum requirements for lot frontage and square footage, a large percentage of the lots are platted over a bluff. On most of the lots, the right-of-way line is about 10-12 feet from the toe of the bluff and approximately eight feet higher than the road grade. The required 20-foot setback for single-family residences at this location would render the lots unbuildable for normal construction. Assuming the lots would be excavated to a point that would allow construction, the City of Dubuque Engineering Department is concerned that the sight distance from eastbound nd traffic on W. 32 Street for cars backing from driveways is very limited and may pose a traffic safety hazard. In addition, sewer and water utilities are not stubbed into these lots. If approved, the Engineering Department will require that sewer and water be stubbed into the lots as part of the plat, and that the developer shall provide bonds guaranteeing these improvements. RECOMMENDATION Although the submitted final plat for Lots 1 through 6 of Sullivan's Addition is in substantial compliance with City of Dubuque Subdivision Regulations regarding lot frontage and area, the lots appear, in the current location and configuration, to be unbuildable and pose potential traffic safety issues. Staff recommends that the Zoning Advisory Commission consider these issues when rendering judgment regarding the appropriateness of the subdivision at this location. GH/mkr Attachments
